The primary purpose of this position is to serve as a program analyst at the Air Staff level and to provide Air Force IT infrastructure expertise in planning, organizing, and developing planning, programming, budgeting, and execution (PPBE) support of certain major Air Force mission and operational plans.
Duties
Applying Air Force Cyber and IT experience, analyzes major Air Force programs to provide planning, programming, and budget guidance to facilitate the identification and determination of alternative ways to achieve the best mix of forces, equipment, and attainable supports, within fiscal constraints, for major mission and operational plans. Provides procedural and policy guidance to Air Staff and MAJCOMs.
Performs ongoing evaluation and analysis of the execution in the planning, programming, and budget actions in support of major Air Force Cyber and IT mission and operational plans. Analyzes the effect of changes in plans on the PPBE process, developing changes in areas where necessary and preparing justification rationales to support the changes.
Actively participates in strategic planning to improve organization direction and focus using strategic planning tools and techniques. Prepares detailed plans, budgets, and schedules for assigned major programs and/or participates with management in fiscal planning.
Maintains a continuous liaison with other Air Staff, other service headquarters counterparts, and DOD offices to integrate Air Force PPBE support actions. Provides results of studies, analyses, and evaluations to counterpart agencies to share experiences and resolve controversial issues, and thereby improve overall defense level planning in areas of assignment.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include applying IT infrastructure expertise in planning, organizing, and developing planning, programming, budgeting, and execution (PPBE); evaluating/analyzing Cyber and IT mission and operational plans; applying policy, procedures, and schedules for developing Program Objectives Memoranda, Budget Estimate Submissions, Financial Plans, budget forecasts, cost projections, financial exhibits and issue paper; evaluating the effectiveness of planning actions; supporting planning and execution of operations and evaluations using PPBE and Program & Budget Enterprise System (PBES); applying project management concepts to identify and prioritize IT requirements for inclusion into the PPBE and POM initiatives; Applying Cyber and IT acquisition processes in development, contracting and PPBE and POM initiatives; gathering, assembling, and analyzing facts, draw conclusions, conduct analysis, recommend solutions; construct briefings, papers, or reports.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable Time-in-Grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of the Department of Defense Planning, Programming, Budgeting, and Execution process (PPBE), and Department of Air Force policy, procedures, and schedules for developing Program Objectives Memoranda, Budget Estimate Submissions, Financial Plans, budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM initiatives, offsets and disconnects, reclamas, and issue papers.
2. Knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
3. Knowledge of the relationship of the various Air Force entities involved in overall planning and execution of military operations and evaluations, and the way the PPBE and Program & Budget Enterprise System (PBES) processes supports them.
4. Knowledge of project management concepts as they relate to identifying and prioritizing IT requirements for inclusion into the PPBE and POM initiatives. Knowledge of Cyber and IT acquisition processes associated with the functional relationships between, requirements development, contracting and PPBE and POM initiatives.
5. Knowledge of Air Force and command program goals and objectives, the sequence and timing of key programming events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall planning, programming, and execution.
6. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintains good working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

ADDITIONAL CONDITIONS OF EMPLOYMENT
This position has been designated by the Air Force as Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Category II / Type 5 /Code O.
This position is part of the Department of Defense (DoD) Financial Management (FM) Certification Program. Selectee must complete required certification level 2 no later than two years from entrance on duty or June 30, 2016, whichever is later.
