You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST (LABOR & EMPLOYEE RELATIONS) in the HUMAN RESOURCES OFFICE HAWAII of NAVAL FACILITIES ENG COMMAND HAWAII.

Duties

You will advise managers on the application of civilian personnel policies and procedures in employee relations matters (e.g., discipline, grievances, appeals, fair employment practices). You will negotiate collective bargaining agreements with labor organizations. You will analyze labor management issues to plan negotiating strategies. You will determine priority of work assignments to accomplish tasks in the most efficient manner. You will brief managers on employee relations program management. You will create local instructions for implementing an organization's labor relations program.

Requirements

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Leading, managing, or supervising others in developing, administering, enforcing, evaluating, and advising on Labor and Employee Relations program effectiveness, policies, problems, and inquiries; 2) Overseeing the preparation of management positions on unique and complex labor/employee relation matters for meetings with union officials; 3) Identifying and applying a full range of labor and employee relation concepts, principles, legal, and regulatory requirements to advise management on appropriate disciplinary conduct, performance problems, and performance management processes; and 4) Providing expert advice and consultation to managers on a wide range of complex labor-management and employee relations issues and services provided.
