This position will serve as a Lead Budget Analyst for the Office of AIDS Research (OAR), Division of Program Coordination, Planning, and Strategic Initiatives (DPCPSI), Office of the Director (OD), NIH. The Office of AIDS Research (OAR) coordinates HIV/AIDS research across the National Institutes of Health (NIH).The NIH provides the largest public investment in HIV/AIDS research globally. Duties

As a Lead Budget Analyst your duties may include Developing budget policies and guidelines for use by NIH components, including developing of agency-level instructions for HIV/AIDS budget preparation; Serving as an NIH key point of contact for the interpretation, preparation, dissemination, and implementation of U.S. Department of Health and Human Services (HHS) and U.S. Office of Management and Budget (OMB) financial policies and procedures that apply to NIH HIV/AIDS budget formulation and execution; Serving as budget advisor to Institutes and Centers (IC) or other NIH organizations, on the preparation, receipt, and review of budgetary data required for formulation and presentation of the NIH HIV/AIDS budget; Coordinating IC budget requirements and consolidating text, numeric, and graphical information from IC submissions to construct NIH HIV/AIDS budget presentation documents that are consistent with the NIH Director's policy direction as well as Departmental and Presidential priorities; Analyzing relevant HIV/AIDS legislation and subsequent Congressional actions regarding budgetary implications; Conducting liaison functions among the NIH HIV/AIDS funding components on consolidated NIH HIV/AIDS budget estimates and materials on special programs; and Producing recommendations and supporting estimates, ceilings, or targets for the OAR Director and Deputy Director that detail the most efficient and effective allocation of HIV/AIDS resources for the NIH subsequent to enactment of Congressional appropriations, Continuing Resolutions or government-wide budget modifications such as transfers and sequestration.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

To qualify for a Budget Analyst, GS-0560 position at the GS-14 level, you must have 1 year of specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing advice to senior level management and program managers on all phases of budget execution and financial management; mentoring junior staff and providing technical guidance; developing strategic financial operating plans; providing support to managers in the budget formulation process, including developing budget estimates, justifications, and the cost of operations; preparing a variety of reports and presentation materials covering the status of funds, expenses, and obligation.
