This position is located in the Department of Homeland Security (DHS), Office of Strategy, Policy, and Plans; Executive Secretariat.
The primary purpose of this position is to serve as the Director of the Executive Secretariat. The incumbent will assign and finalize written materials prepared by the Office of Strategy, Policy, and Plans and Department Components.
Non-BU: This is a non-bargaining unit position.
Duties
As a Supervisory Program Analyst, GS-0343-15, your typical work assignments may include:
Develops, implements, and manages business processes for written communications, to include briefing and policy materials, for the Secretary and the Deputy Secretary, and the Office of the Under Secretary.
Writes, edits, and prepares final correspondence, briefing materials, policy memoranda, and other documents for PLCY and DHS leadership on a wide variety of policy-related issues.
Develops tracking and reporting systems to monitor the flow of critical documents and executive commitments, to gather critical information, to resolve significant issues, and to share pertinent information with Departmental principals.
Manages all PLCY engagements with the Government Accountability Office & the DHS Office of the Inspector General, manages PLCY's internal communications initiatives, and serves as the principal liaison with the National Archives and Records Administration.

Qualifications
Specialized Experience:
You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government. For this position, specialized experience is defined as:
(1) Developing and managing executive secretariat functions to develop, coordinate, and finalize written products for senior level executive officials within an organization.
(2) Rewriting submissions to organize, ensure clarity and accuracy; and applying a consistent sense of style and grammar to finished products.
(3) Developing engagement plans and liaising with oversight bodies, to include the National Archives and Records Administration, Offices of Inspector Generals, and the Government Accountability Office.
(4) Determining the overall length, organization, and tone of policy documents based on the purpose of the document, the medium, and the audience and ensuring that all content reflects Administration policy positions.

Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
