Position performs quality management work that involves systematic prevention of defects, nonconformance to regulations and standards, identification of unsatisfactory trends and conditions, and correction of factors that may contribute to defective work processes.
Duties
The Environment Care Specialist performs quality management activities, which are designed to improve quality of transaction processing, customer service activities or other business procedures. Incumbent performs a variety of duties to carry out, administer or advise on work concerned with assuring the quality of work transactions, business process and delivery of services needed to carry out programs and functions. Some major duties include, but are not limited to:
Develops plans and programs for achieving and maintaining total quality performance and customer service in EMS.
Coordinates efforts with the Service Administrative Officer to ensure that all staff competencies are reviewed and are up to date as to maintain compliance with changes in new directives, regulations, policies, and standard operating procedures.
Maintains detailed records and tracks all Environmental Inspections conducted in all buildings throughout the facility, to include inspections conducted by Housekeeping Aid supervisors and Leaders.
Utilizes customer service feedback forms in evaluating EMS's quality of performance and customer service.
Provides current and accurate statistics for the annual Waste Minimization Survey report, as well as additional requests received from Executive Management.
Identifies discrete steps of simple transaction processes or routine business practices that might be opportunities for applying standard quality improvement techniques.
Monitors and updates policies, regulations, and service Standard Operating Procedures independently and prepares modifications as needed, always ensuring full coordination and compliance with Infectious Control prior to final approval.
Investigates and analyzes adverse quality trends or conditions in EMS's Sanitation and Program and initiates corrective action.
Makes in-depth studies of areas which require major changes either in new work methods, procedures, or systems as a result of inspections, new regulations, and policy changes.
Develops reporting procedures, sampling techniques, and measurements at various points in EMS's Programs (Sanitation, Pest, Laundry & Linen, Recycling and Grounds) to identify problem areas or inherent weaknesses in work processes, procedures, information systems and content.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Maintaining high quality performance and customer service to ensure the department is following policies, procedures and regulations pertaining to infection control, cleanliness, and sanitization. Applying knowledge in organizing, directing, operating and project evaluation for safety and Environmental health programs in a healthcare setting. Using Environmental training techniques enough to conduct training for all levels of medical center staff on safety and environmental health concepts and procedures. Providing current and accurate statistics for the annual Waste Minimization Survey report, as well as additional requests received from Executive Management, Central Office, etc . OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, in a field related to Physical Security that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and successfully completed graduate level education (in excess of the first year or 18 semester hours) to meet total experience requirements. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate-controlled office.
