The primary purpose of this developmental position is to function as administrative person on duty, on behalf of the Director during non-normal duty hours. A career ladder position, advancement to full performance level will be recommended after it has been determined that the incumbent meets all regulatory and statutory requirements, is satisfactorily progressing in training, is successfully performing current duties, and is capable of taking on expanded duties with greater independence.
Duties
Major duties for the developmental GS07 position include but are not limited to:
Coordinating all contacts received by the VA medical facility during other than normal duty hours, serving in the capacity AOD and as the administrative resource person for all contacts from staff, patients, and visitors
Serving as administrative authority during other than normal duty hours on all issues involving the enrollment and eligibility determination process. This administrative authority on their enrollment and eligibility for medical care benefits
Providing administrative guidance and advice to the Medical Officer of the Day (MOD) and other clinical staff concerning administrative matters necessary for the operation of the VA medical facility during other than normal duty hours. This may include facilitating patient transfers to and from VA and non-VA medical facilities.
Major duties of the full-performance level, GS09 position include but are not limited to:
Representing management in non-policy making, administrative matters; representing management in matters pertaining to the lawful retention of veterans in the VAMC
Maintaining continuity of functions and provides full medical administrative support during other than normal tours of duty to clinical and administrative medical center staff
Responsible for achieving management objectives and supporting the decision of management in carrying out duties
Program Management
Delegated full authority of the Chief, HAS/MAS for administrative activities occurring during irregular tours to include: interpreting VA rules and regulations relating to determining legal entitlement to benefits relating to hospital admission; certifying officer for documents pertaining to the administration of laws concerning VA; coordinating the resolution of medico legal problems concerning the medical center; ensuring that appropriate legal regulatory and policy requirements are met; processing administrative issues surrounding beneficiary death, seriously ill cases, elopements, suicides, assaults, deaths on arrival (DOA's), homicides, code blue, cost recovery matters, and facility or community disasters; determining appropriateness of notifying the medical examiner of unusual deaths.
Management Analysis and Program Analysis
Conductsanalytical studies on operational processes, issue topics, or related special projects as assigned. The may include: access, consultations, travel enrollment management, Medical Center Memoranda or Policies, or other topics related to the flow of patient care related to Health Administration processes; studies may require study planning, statistical measurement, data analysis, and report preparation and development using data bases and dashboards available through VSSC or the Health Eligibility Center; may involve research for action items for VISN or other oversight bodies; reviews data and information for trends, problem areas, and makes recommendations to management to resolve issues.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/15/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
GS-07:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of administrative programs and policies; knowledge of computer programs and systems, ability to analyze and evaluate, knowledge of health care delivery systems; OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement;
OR,
Combination: Applicants may also combine education and experience to qualify at this level. Applicants must have a combination of 1 year graduate level education or superior academic achievement and, 1 year of specialized experience.
GS-09:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of health care delivery systems, familiarity with regulations and standards of various regulatory groups, ability to analyze and evaluate effectiveness of programs, knowledge of human resource concepts and processes, knowledge of patient/employee confidentiality, knowledge of data process and working with a variety of systems, interpreting data, knowledge of computer programs, preparing and analyzing reports and audits, working with internal and external customers;
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education to such a degree or LL.B. or J.D., if related.
Combination: Applicants may also combine education and experience to qualify at this level. Education must include at least1 full year of graduate level education or superior academic achievement and specialized experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work requires much walking through the medical center with occasionally the requirement to lift objects such as suitcases, clothing, or medical charts.
