About the Position: Serves as Supervisory Human Resources Specialist (Military), Military Personnel Division, to manage responsive, customer focused services to individual Soldiers and civilians.

Duties

Executes and responds to regulatory issuance and directives regarding impact on installation programs, policies and procedures of military personnel functions. Makes recommendations as to the need for installation supplementation and/or changes pertaining to Military HR Concepts. Directs processing of soldiers actions to include eliminations, expirations and requests for personnel actions. Provide expert technical advisory services on all matters related to military personnel plans and operations actions. Responsible for Military Personnel Files, military awards, and decorations, ID Cards and military leave/pass policies. Assists in establishing the installation's program goals, objectives, internal operating policies and procedures in support of the Army's Military Human Resources Management policies. Coordinates quarterly with installation service providers, state and local governments, federal agencies, and professional military and civilian organizations to ensure that military personnel are transitioned in a caring, and organized manner. Serves as an alternate installation advisor to the Director of Human Resources, Deputy to the Garrison Commander, garrison staff members and tenant commanders for all Transition Assistance Program related issues. Serves as one of the supervisors for the Military Personnel Division, plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • Incumbent must be able to obtain and maintain a valid state driver's license.
  • Supervisory probationary period may be required, unless previously completed.
  • Business travel, incumbent expected to travel TDY 10% of the time.
  • Must obtain and maintain a Government Travel Card (GTC) throughout the duration of employment.
  • Emergency overtime or normal overtime may be required to complete mission requirements.
  • May require travel using military and/or commercial aircraft or vehicle.

Specialized Experience: One year of specialized experience which includes 1.) providing technical advice and guidance on a wide variety of military human resources programs such as strength management, records, retention, replacement operations; 2.) utilizing military personnel data systems in support of military personnel programs; 3.) assisting and facilitating military personnel into service programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: For GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-09. To be referred, applicants must meet applicable time-in-grade and qualification requirements within 30 days from the date the referral list is issued.
