About the Position: Serves as the Human Resources Specialist (Military/Information Systems) for the Integrated Personnel and Pay System - Army (IPPS-A) system utilizing Human Resources (HR) and Information Management skills, located at Monterey, CA.
This position is a TERM Not to Exceed 2 years position. It is time-limited and may be extended up to a maximum of eight years.
Duties
Oversee activities related to training and development.
Serves as the Human Resources Specialist and Subject Matter Expert for the implementation of the Integrated Personnel and Pay System – Army (IPPS-A) implementation for the command.
Performs strategic planning and execution of programs to implement information systems.
Support internal and external efforts to influence the development, deployment, and implementation of training.
Develops information/decision papers, memorandums, and messages providing guidance and coordinating with other stakeholders in the command.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes 1.) providing Human Resources principles to resolve program and workforce issues, make recommendations, and implement organizational and procedural changes; 2.) providing written communications to prepare policies, reports, briefings, supplemental guidance and various correspondence; AND 3.) providing advice and guidance to management officials on a variety of training requirements related to personnel and pay system implementations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
