Duties

You will analyze functional and technical requirements of proposed or existing IT systems to determine avenues of development or modification necessary to meet mission objectives. You will prepare system change/programming specifications, and specify programming instructions, inputs and outputs, structures, and other analytical products to document the functional and technical requirements. You will prepare design documents and participate in critical design reviews to study and verify impacts on current systems. You will prepare and execute tests for system or subsystem software validation. You will prepare system documentation for purposes of improving software development processes in accordance with acceptable industry standards (ex. Capability Maturity Model).

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 Specialty area, Systems Developer 632 , level BASIC, within 12 months of appointment.
  • This is a bargaining unit position.
  • This position is eligible for part time, full time or ad-hoc telework at the discretion of management.
  • Shift work may be required.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

To qualify for the GS-09, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: ensuring application of information security/information assurance policies, principles, and practices, the delivery of application software services, and developing and implementing and maintaining mainframe and/or web based applications. AND in addition, demonstrate the four competencies as defined below: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: ensuring that applications comply with regulatory requirements and are consistent with current and planned infrastructure and data environments. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Providing customers with sufficient techniques and information to resolve IT related problems. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Providing oral and written communication techniques that evaluate established methods and procedures and preparing recommendations for changes in methods and practices. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Applying analytical methods and practices to complex issues affecting multifaceted IT problems and providing recommendations and methods to correct issues. To qualify for the GS-07, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: ensuring application of information security/information assurance policies, principles, and practices, and the delivery of application software services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Communicate clearly and effectively, both verbally and in writing. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Identifying problems and specific issues in assigned areas and conducting analyses of systems to determine nature of requirements, logical work and information flows. Education

In lieu of experience, applicants may qualify if they meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

For the GS-09: Have successfully completed a master's or equivalent graduate degree

Have successfully completed two full years of progressively higher level graduate education leading to a master's degree.

Post Secondary Students Must be a currently enrolled in a full-time program at an institution of higher education as defined in 20 U.S.C. § 1001 and provide proof of continuous enrollment (i.e., documentation of registration or tuition bill from the college or university) at the time of application and have completed at least one full year of their academic program.
