The primary purpose of this position is to accomplish course writing assignments primarily consisting of course development including writing of texts, achievement and performance tests, and scripts for audio support materials, the recording of audio materials, the design of visual support, and the revision of existing course materials in a timely (cont'd under Duties)
Duties
(cont'd from Summary)manner for the classroom instruction of English as a Second/Foreign Language (ESL/EFL) and English for Specific Purposes (ESP). Military student ranks include cadets, privates, NCOs, officers, general officers, senior civilian executive service equivalent members and international instructors expert in teaching ESL/EFL/ESP including students representing all age groups, services, educational, cultural, and religious backgrounds. ESP areas cover dozens of specific technical and professional occupational fields. Additionally, the purpose of this position is to provide cultural materials to foster goodwill among diverse groups of international military and civilian students in support of the Department of Defense mission of peace building.
Duties:
Develops or contributes to the development of instructional materials and measurement instruments.
Teaches new or existing materials with the purpose of conducting a validation, reviewing existing materials during needs analysis research, or as needed by mission requirements.
Performs or assists in the performance of course maintenance of training materials in operational use.
Maintains professional contacts and represents DLIELC at conferences and meetings.
Plans, prepares, and coordinates instructional materials.

- Master's degree in one of the following disciplines: Teaching English to Speakers of Other Languages (TESOL) / Teaching English as a Second Language (TESL) / Teaching English as a Foreign Language (TEFL); (cont'd below)
- (cont'd from above) English as a Second Language (ESL) / English as a Foreign Language (EFL); Applied Linguistics (or Linguistics);
- OR Undergraduate degree in ESL/EFL; English; foreign languages; AND one year of professional level experience teaching ESL/EFL to adults;
- OR any undergraduate degree AND 24 semester (or equivalent) hours of undergraduate courses equivalent to a major in one of the above stated disciplines (TESOL, TESL, TEFL, ESL, EFL, linguistics) AND (cont'd below)
- (cont'd from above) one year of professional level experience teaching ESL/EFL to adults.
- Incumbent must be a native speaker or equivalent and be free of speech impediment.
- Incumbent must sign a mobility agreement under the provisions of the agency mobility program. Incumbent must be willing and able to travel by military and commercial air in CONUS and OCONUS.
- Incumbent may be videotaped while teaching for training purposes.
- Incumbent must obtain and maintain a secret clearance as a condition of continued employment in this position.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. Note: you MUST submit a copy of your transcripts with your application.
OR
COMBINATION OF EDUCATION AND EXPERIENCE: Courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. Note: you MUST submit a copy of your transcripts with your application.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: 1) applying a working knowledge of learning theory, second language acquisition theory, and second language methodology; 2) using a working knowledge of instructional design and materials, development models and principles, and a working knowledge of the principles, practices and techniques of English as a Second/Foreign Language (ESL/EFL) and English for Specific Purposes (ESP) instruction; 3) providing an understanding of second language assessment theory and procedures; 4) using presentation software and emerging technologies related to curriculum development to produce instructional materials; 5) working independently on projects, keeping up with established deadlines, and milestones; 6) analyzing problems and developing solutions and providing constructive feedback on materials developed by self and others.

EDUCATION: Applicants have successfully completed three (3) full years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: Applicants have a combination of experience and education as described above. Therefore, have a combination of experience and education to meet the qualifications of the position. Note: you MUST submit a copy of your transcripts with your application.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of learning theory, second language acquisition theory, and second language methodology.
2. Knowledge of instruction design and materials development models and principles and of the principles, practices and techniques of ESL/EFL/ESP instruction. Understanding of second language assessment - theory and procedures.
3. Ability to use presentation software and emerging technologies related to curriculum development to produce instructional materials - skill in Adobe InDesign, SMART Board technology highly desirable.
4. Ability to work independently on projects keeping up with established deadlines and milestones.
5. Ability to communicate effectively orally and in writing.
6. Ability to analyze problems and develop effective solutions and to receive and provide constructive feedback on materials developed by self and others.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
