This position is located in the e-Discovery Group, Legal Information Technology Unit in the Legal Division and provides support on matters related to all forms of litigation. Duties

Designs and executes search, review, and analysis strategies for employing sophisticated eDiscovery software applications such as Relativity (including Case Dynamics), Veritas eDiscovery Platform (Clearwell), Microsoft 365 Advanced eDiscovery, CaseMap, TimeMap, TextMap, Encase, FTK, Nuix, Sanction, and Trial Director (collectively, “eDiscovery Tools”), to locate, recover, organize, and produce potentially responsive Electronically Stored Information (ESI). Assists in the development of and maintenance of policies and procedures for use in administering the Legal Division’s eDiscovery and other information technology initiatives, information storage and processing systems and eDiscovery-related software applications. Ensures that procedures for the use of eDiscovery Tools are consistently followed. Responsible for locating, organizing and producing Electronically Stored Information (ESI) in response to investigations, litigation-related discovery requests, subpoenas, interagency document requests, congressional inquiries and Freedom of Information Act (“FOIA”) requests. Analyzes processes and problems relative to the design and efficiency of the eDiscovery systems. Optimizes the functionality and performance of hardware and software systems and ensures availability, integrity, efficiency, and reliability of applicable servers. Performs system testing and troubleshooting to correct problems relative to interface and interoperability of system components such as hardware, systems software, and applications programs. Provides agency attorneys, paralegals and other staff with training and other technical assistance specifically dedicated to identification, collection and review of Electronically Stored Information (ESI), including the operation of eDiscovery Tools. Partners with agency IT professionals and attorneys to identify and develop specifications for upgrading eDiscovery software applications, budget for future eDiscovery operations, and supervise the activities of private contractors hired to assist in completing high volume eDiscovery projects. Provides proactive consultation and instruction to system users to ensure proper usage and seamless implementation of changes.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the GS/CG-12 grade level or above in the Federal service.  Specialized experience is defined as experience executing strategies in automated litigation support technology, including eDiscovery software applications (e.g., Veritas eDiscovery Platform (Clearwell), Microsoft 365 Advanced eDiscovery, and Relativity) for the various stages of the Electronic Discovery Reference Model (EDRM); providing litigation support services for eDiscovery requests; and providing technical assistance and training to attorneys and paralegals/legal assistants in the operation of eDiscovery automated litigation support systems. You must have Information Technology (IT)-related experience which demonstrates proficiency in each of the following competencies: • Attention to Detail - Is thorough when performing work and conscientious about attending to detail. • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
