Duties
Provides oversight and leadership of the Strategic Plans and Futures (SPF) Division (J355), under the Plans Executive Directorate (J35), Defense Logistics Agency (DLA) Headquarters, Fort Belvoir, VA.
Serves as the first line supervisor for subordinate employees of the Division.
Serves as a staff advisor and subject matter expert responsible for managing, coordinating, and directing the execution of long-range strategic planning and futures planning efforts.
Assesses DLA capabilities and the potential impact of Agency concepts on the joint force structure and strategies that support the DoD's warfighting capabilities.
Serves as an authoritative source with key knowledge of Joint Requirements Oversight Council (JROC) and Functional Capabilities Board (FCB) processes and expert knowledge of the Joint Capabilities Integration and Development System (JCIDS).
Integrates joint concepts into DLA long-range strategic planning and Global Posture planning efforts in support of joint concept development, transition, and implementation to inform and shape programing and resourcing decisions at all levels ...

Integrates high-level Department of Defense (DoD) planning guidance by understanding the unique blend of tactical to strategic level combat support, combat service support operations, and how DLA impacts those operations.
Facilitates the execution of business strategies and programs, and related research and development that support DLA's long-range strategy for meeting the needs of worldwide military and whole of government customers.

Qualifications
To qualify for a Supervisory Strategic Plans and Futures your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Expert knowledge of military information and logistics systems, policies, and concepts; wartime and emergency logistics doctrines; organization and planning systems; DoD, JCS, and Military Services worldwide logistics support policies, procedures, and practices; and the DoD logistics systems structure which develops and evaluates comprehensive contingency, emergency, and wartime plans.
Expertise in the overall planning process, in relationships to other Federal civilian agencies, OSD, JCS, Unified Commands, and Military Services planning and exercise programs, projects, and contingency operations, and its relationship to the agency.
Expertise in advanced management systems, organizational principles, and practices, and programs used to determine, execute, and evaluate Joint and Service Future Concepts and Wargames.
Expert knowledge of and experience with logistics management concepts, policies, methods, and regulatory requirements, especially those that govern logistical support planning.
High level of reading comprehension and highly developed oral and written communication skills to effectively communicate the policies, procedures, and mission at various management levels, both internal and external to agency, and to present major findings and recommendations for significant and potentially controversial changes to logistics plans, policies, concepts, operations, etc.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
