The primary purpose of a Commissary Contractor Monitor is to Conduct quality assurance inspections and contract surveillance duties of specified commissary stocking, order-writing, custodial, receiving, holding and/or other contracted services performed in a commissary. in a Defense Commissary Agency (DeCA) facility.
POSITION IS PART TIME: NTE 64 hours biweekly
Duties
Conducts quality assurance inspections and contractor surveillance.
Provides comments and recommendations for additions, deletions, or changes to contractor services to ensure compliance with DeCA directives.
Approves or rejects contractor's work schedule and checks work for quality and timeliness.
Maintains the store's space allocations program by such duties as designating to the contractor proper item shelf locations when shelf tags are missing or otherwise not identifiable.
Advises commissary or contracted order writers.
Acts as the commissary manager's representative during the night time hours to ensure government property is secure.

Requirements

Qualifications
You must meet the Office of Personnel Management (OPM) qualifications for series 1101 and additional requirements by the announcement closing date. Your resume (and/or transcript if necessary) must clearly show that you have the qualifications described below. You can use experience, education, or a combination of the two to qualify.
Experience: Your resume and supporting documents must show that you possess (A) 1 year of specialized experience equivalent to the GS-4 grade level or equivalent to at least GS-4 under other Federal service pay systems, private sector, or military, OR (B) 4 years of education above high school, OR (C) a combination of experience and education that equals 100% of the qualification requirements. To compute the percentage of experience and education you have that meets the qualification requirements, divide your total months of experience by 12. Then divide your semester hours by 60. Add the two percentages.
Examples of specialized experience include:
Conducting quality assurance inspections and contract surveillance duties of specified commissary or retail grocery contracted services.
Applying retail grocery store administration policies and procedures as they relate to established contracts.
Monitoring vendors and/or contractors in a retail setting to ensure proper inventory
You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Physical requirements: (1) Stand, stoop, kneel, bend and climb for prolonged periods. You will attest to your ability to perform these physical requirements in the Questionnaire.
