Duties
Within CISA, the National Risk Management Center (NRMC) is a risk-driven analysis and planning center focused on addressing significant risks to our national critical functions. NRMC works with partners to generate solutions to the most complex, strategic risks to critical infrastructure. To accomplish this mission, NRMC operates using a collaborative model that relies on close integration with Federal, State, Local, Tribal, and Territorial (SLTT) government partners, and diverse private sector partners.
In this position, you will serve as Administrative Officer. Typical work assignments at full performance level include:
Providing executive level advice and assistance to the head of the program office assigned on a variety of administrative policy matters and subjects and performing duties and special functions in planning, organizing, guiding, and controlling the office administrative programs.
Reviewing and providing detailed comments on management plans and proposals and planning and recommending ways to obtain data to ensure high priority management programs and projects are improved.
Independently performing complex studies and projects involving program development and/or program evaluation for providing or improving administrative services.
Reviewing and ensuring organizational structure, functional alignment, and staffing considerations are effective, efficient, and consistent with DHS mission goals and objectives.
Initiating personnel and payroll actions, developing organizational structures, manpower controls, and work processes, and formulating and executing annual budgets.
Planning, organizing, and conducting special briefings and presentations to inform managers of new human resources, labor relations, and financial management initiatives, priorities and studies.
Qualifications
To be considered minimally qualified for this position, you must demonstrate that you have the required experience for the respective grade level in which you are applying.
Applicants must demonstrate that they meet the Minimum Qualification requirements as listed below.
GS-12
You qualify for the GS-12 grade level if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-11 grade level (or equivalent) performing the following duties:
Reviewing and providing detailed comments on management plans and proposals;
Providing advice and recommendations on matters to include program office policies, administrative functions, and resolving management problems;
Maintaining information tracking databases and systems in order to generate and distribute reports; and
Coordinating with Human Resources, Information Technology, Legal and other functional elements to obtain administrative services and resources.
GS-13
You qualify for the GS-13 grade level if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-12 grade level (or equivalent) performing the following duties:
Leading or directing the activities of resources programs in most of the following areas: Human Resources, Information Technology, Security, Legal and other functional elements to obtain administrative services;
Developing, analyzing, and evaluating strategic and operational management plans and proposals;
Performing complex studies and projects involving program development and program evaluation for providing or improving administrative services; and
Providing advice and guidance on pertinent laws, regulations, policies, and precedents applicable to administration and management.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
