This position is located in the Outreach, Transition and Economic Development (OTED), the incumbent serves as a Contracting Officer's Representative (COR Level II or III) and advisor to senior leadership on acquisition-related project management for PCPG, formulating strategy, priorities, and implementing long-term plans.

Duties

Specific duties include: Creates and maintains VBA's social media presence. Responsible for enhancing exposure through search engine optimization (SEO), focusing on VBA stories, news, benefits, and services. Contributes directly to the solution of public affairs, marketing, and branding issues and concerns and contributes data to support the overall VBA communication plan and strategy. Performs contract administration duties assigned and maintains a clear and accurate record of Pre- and Post-award documents, actions, and communications according to agency-specific requirements. Coordinates with the Chief, PCPG, and team to design advertising campaigns. Advises other departments and business lines on their social media and media activity to align with the overall VBA communication and branding strategic goals. Prepares clear requirements documents that facilitate maximum competition. Assists in preparing a written solicitation, guiding in selecting the appropriate provisions and clauses for the requirement. Perform functions of financial administration and reporting to include, but not limited to preparation and timely submission of applications and reports, development and adjustment of associated budgets, coordination of budgeted funds, screening, and processing requests for expenditures, and ensuring the timely application for reimbursement from the state. Serve as a liaison with principals and other departments on issues regarding grants. Monitor interventions and programs funded by grants to ensure compliance with grantor guidelines. Draft reports for VBA senior leaders and team members to communicate the available and recommended strategies. Alerts senior leaders about problems or concerns arising based on analytical review and data patterns. Ensure compliance with the rules and regulations administered by the grantor; oversee special audits conducted by the grantor. Monitors services, inspect deliveries, conducts financial analysis, evaluates if contractor performs within the price or estimated cost, and reviews and approves invoices based on contract terms and conditions. Advises and defines government requirements and organizational needs for a product or service. Creates Statement of Work (SOW), Performance Work Statement (PWS), and Statement of Objectives (SOO) to establish technical terms and conditions. Conducts market research to establish requirements and identify marketplace for goods or services. Provides technical information to determine the type of contract and level of competition. Conducts contract negotiations and discussions. Assists CO in preparing for a negotiation session-knowledge of the technical aspects of the requirements, including terms and conditions. Assists CO in source selection, serves on panel to evaluate technical and business proposals and conducts past performance and due diligence evaluation. Plans technical aspects of the proposal evaluation process, develop criteria, and analyzes potential for Organizational/Personal Conflicts of Interest (OCI/PCl). Identifies, migrates, and advises on potential risks using risk management principles. Identifies contract vulnerabilities and informs CO. Supports Program Manager in developing a risk management plan for the program. Provides input to Program Manager and CO on acquisition strategy, and source selection plan. Reviews proper sections of the Federal Acquisition Regulation (FAR) and offers input to CO on technical requirements and issues. Supports CO in determining the appropriate contract type. Monitors contract performance, provides feedback to contractor and input to CO recommending a technical course of action, and develops a Quality Assurance Surveillance Plan (QASP) as needed. Verifies product and service delivery, implementing processes to oversee performance throughout the life cycle. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-11/GS-12/GS-13. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:09/18/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 is effective within the past year, it may not demonstrate you possess one-year time-in-grade, as required by the announcement. In this case, you must also submit your most recent promotion or within-grade increase and your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-11 position, you must have served 52 weeks at the GS-09 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience/education as described below: GS-11: Specialized Experience: Applicants must have one (1) year of specialized equivalent to at least a GS-09 that has equipped them with the knowledge, skills, and abilities to successfully perform the duties of the position. Examples of experience include, but are not limited to: Must have Federal Acquisitions Certification for Contracting Officer's Representative (FAC-COR) Level II Certification The applicant must have comprehensive knowledge of Federal Acquisition Regulation (FAR) and procurement laws, regulations, and policies and the ability to apply them and explain them, both orally and in writing, to include but not limited to: Provides input to Program Manager (PM) and Contracting Officer (CO) on acquisition strategy, source selection, FAR review, technical insights, and contract type determination. Reviews and analyzes the contractor's deliverables, services, and management reports. Evaluates contractor performance with the technical provisions of the contract, order, or agreement in accordance with the terms, conditions, and specifications. Ensures necessary requirements are met for contractor security clearances and other special requirements. Develops relationships with vendors to obtain knowledge of industry trends. Coordinates and manages regular meetings with the contractor and stakeholders. GS-11 ONLY- Education: Applicants may substitute education for the required experience for the GS-0343-11 grade level. To qualify based on education for this grade level you must have the following: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Performs contract administration duties, maintains accurate records of pre and post-award documents, actions, and communications, and fulfills COR roles within the appointment letter framework. GS-13 Grade Level: Specialized Experience: Applicants must have one (1) year of specialized equivalent to at least a GS-12 that has equipped them with the knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include, but are not limited to: Preferred Federal Acquisitions Certification for Contracting Officer's Representative (FAC-COR) Level III Certification The applicant must have expert knowledge of Federal Acquisition Regulation (FAR) and procurement laws, regulations, and policies and the ability to apply them and explain them, both orally and in writing, to include but not limited to: Manages business partnerships with VBACO program, staff, COs, agencies, and stakeholders to support program goals, communicating acquisition roles and strategies. Perform financial administration and reporting tasks, including application submission, budget development, budget coordination, expenditure screening, and reimbursement application, ensuring timely submission and processing. Monitors contractor performance, evaluating contract terms and conditions, and ensuring technical compliance by delivery date and performance period. Manages weekly and monthly program management reviews with the contractor and technical team. Provides input to PM and CO on acquisition strategy, source selection, FAR review, technical insights, and contract type determination. Conducts contract quality assurance and evaluation, ensures consistency in quality requirements, and validates adherence through test and measurement activities. Analyzes industry trends, research market data, provides data for decision-making, reviews risks, and provides data to CO.
