Located in the Department of Veteran Affairs (VA), Veterans Health Administration, Mid-Atlantic Health Care Network (VISN 6), Fayetteville, NC Veteran Affairs Coastal Health Care System, Executive Office (Associate Director), in the Strategic Planning & Development Section. The Space Management Specialist is responsible for execution of space management, activation support and responsible to develop processes to assist in the coordination of activities associated with phases of projects.

Duties

Major duties include but are not limited to the following: The incumbent manages the coordination of movement, placement and activation of furniture and equipment. The incumbent provides consultative services, develops specifications for people, equipment and furniture, evaluates and analyzes space utilization requirements for consistency with the engineering and environmental needs of the healthcare system. The incumbent is responsible for developing the analytical and evaluative methods and techniques to measure the efficiency and effectiveness of space and activation operations. The incumbent must develop qualitative and quantitative analytical techniques such as work measurement, task analysis, flow charting and job structuring to determine staff to space rations; organizational design; and space planning. The incumbent is responsible to update related technology such as Capital Asset Inventory and the Space and Equipment Planning (SEPS) tool utilizing other techniques, data and emerging trends to develop specifications for appropriate furniture and equipment. Performs studies of existing space and area layouts to determine opportunities for effective utilization; meets with consultant representatives, such as architects, engineers, interior designers, design/build contractors, independent consultants, movers, VA space criteria/guidelines and VA central office personnel etc. to determine the best practices to employ. Incumbent performs work in highly specialized and/or complex environments such as laboratories, media centers, computer facilities, medical operation clinics, patient and residential use spaces. Develops action plans and recommendations regarding the allocation of space utilizing local standards, pertinent laws, regulations, policies and precedents which affect projects, moves and related support resources (staff, funding and equipment) within a frequently changing medical facility. Develops new or modified work methods, organizational structures, records and files, management processes and procedures for administering the space and activation program services, guidelines and procedures, and automating work processes for the conduct of administrative support functions or program operations. Demonstrates a comprehensive knowledge of the theory and principles of management and organization, including administrative practices and procedures common to complex healthcare organizations. Demonstrates the skill in conducting interviews with supervisor and employees to obtain information about organization and service-level missions, functions and work procedures/processes. Demonstrates a comprehensive knowledge of VA organizational structure, VHA, VISN organizations and VAMC program objectives and goals, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments. Performs other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/15/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-09-Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: planning and carrying out projects to improve healthcare systems, make recommendations on space planning. Skilled in conducting interviews with supervisors and employees to obtain information about their organizational structure. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, in a field related to Criminal Investigation that demonstrates the knowledge, skills, and abilities necessary to do the work of this position (such as law enforcement or criminal justice). NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the levels described above. GS-11-Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Project Activation, Workload Analysis and Evaluation, Space Management, Facility Planning, Consultative Data Analysis, and Training and Program Administration. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree. or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the levels described above. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Adequate vision to use a computer, read printed material and charts as required. Must be able to hear normal voices and able to speak to an audience effectively. The incumbent will be subject to stressful situations due to short timeframes for completion of assignments and potential conflicts.
