Duties
Typical work assignments include:
Monitoring IT security risk vulnerabilities to mitigate occurrence.
Assisting in developing cybersecurity guidance to improve business process solutions.
Reporting on cybersecurity information gaps to provide guidance on system protective measure.
Publishing IT cybersecurity threat/mitigation guidance for the agency.
Monitoring security threats such as malware, ransomware, phishing to take action when needed.

QUALIFICATIONS FOR THE GS-11:
Basic Requirement Competencies: The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND
Specialized: One year of specialized experience which includes 1. Assisting in sharing IT guidance to ensure alignment with organizational priorities.
2. Providing IT information to partners to enhance best practices; and 3. Providing risk reports to senior staff to take action when needed. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, three full years of graduate education from an accredited or pre-accredited institution that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.

Assisting in developing guidance to improve business process solutions; and 3. Sharing IT information to partners to effect program improvements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11.
OR
Specialized GS-13: One year of specialized experience which includes 1. Developing IT products to align with organizational goals; 2. Developing guidance to improve business process solutions; and 3. Recommending solutions to effect program improvements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
Qualifications for the GS-11:
If you are relying on your education to meet qualification requirements, you
MUST submit a copy of your transcripts if you want to substitute your education for experience. Unofficial transcripts will be accepted that includes your name, the name of the educational institution, course title(s), number of credits, grade, and date of completion. An official transcript will be required if you are selected.
Education must be from an accredited institution recognized by the
U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.
Foreign Education: Education completed in foreign colleges or universities may be used to meet the qualification requirements. You must show the education credentials have been evaluated by a private U.S. organization that specializes in interpretation of foreign educational credentials and such education has been deemed equivalent to that gained in an accredited U.S. education program. Qualifications for the GS-12 and GS-13:
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For these grades, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
