This position is located in the Office of Healthcare Innovation and Learning (OHIL), Office of Discovery, Education and Affiliate Networks (DEAN), Veterans Health Administration (VHA) Central Office.

Duties

The incumbent of this position serves as a national project manager and is an expert with coordination of health systems technology innovation efforts. The incumbent will coordinate activities with managers and peers, participates in multiple projects and project teams, and communicates with a wide variety of constituents, including managers, senior executives, clinical, policy, and technical staff. Duties include, but are not limited to: Tracking projects status, facilitating the resolution of issues with internal and external entities, regularly communicating with many stakeholders, customer relationship management, acting as the contracting officer's representative (COR), applying project management principles and practices, responding to data calls, participating in calls, attending kick-offs and other related meetings, contracting and budget analysis, drafting and facilitating the approval of: project management documentation, contracting documentation, budgets, minutes, tracking information , press information, and other communications items. Providing guidance to Senior Management, Project Manager, and project team(s) in directing development of project schedules for new/existing/future applications. Acting as the contracting officer's representative (COR). Soliciting participation of business owners in defining and validating innovations requirements and ensure the customer, business owners, and stakeholders are kept abreast and involved through the planning process. Serving as project planner, coordinating and planning activities within an assigned innovations project. Facilitating meetings to execute the project's processes; coordinating and monitoring project status; performing analysis of activity and project status and utilizing the results as the basis for project status reporting. Composing, completing, and providing feedback on templates and processes. Coordinating data calls with many geographically distributed parties. Performing work related to developing and monitoring quality region-wide programs, plans, procedures, and methodologies; and/or analyzing quality initiatives and processes. Serving as internal consultant to management on specific quality improvement and organizational development projects such as aligning organizational processes and reinforcing new practices. Analyzing and evaluating on a quantitative and qualitative basis the effectiveness of innovations projects and investments in meeting VA goals and objectives. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/13/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: serving as a project manager which includes coordinating, planning and facilitating activities within assigned project; performing budget analysis and budget management for projects; acting as the contracting officer representative (COR); working on quality improvement projects; and applying a wide range of qualitative and/or quantitative methods for the assessment and improvement of program/organizational effectiveness. You will be rated on the following Competencies for this position: Administration and Management Contracting/Procurement Planning and Evaluating Communication Analytical Thinking Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: This position is primarily sedentary.
