As a SUPERVISORY POLICE OFFICER, you will serve as the CHIEF OF POLICE of NSA BETHESDA SECURITY DETACHMENT.

Duties

You will formulate long-range operating plans (e.g., facilities, equipment, funding, staffing) based on the security mission of an organization. You will assign law enforcement work through junior supervisors and adjust operating schedules and priorities as changes and circumstances warrant. You will collaborate with an organization's Security Officer in the planning, managing, directing, and evaluating of law enforcement personnel and security operations. You will develop guidance on administrative polices, practices, and procedures concerning physical security and law enforcement. You will liaison with Montgomery County Police Department and the National Institutes of Health (NIH) Police Department.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • The DON does not employ individuals for Law Enforcement Officer positions who have been convicted of a crime of domestic violence on or after 27 November 2002. You must submit DD Form 2760, Qualification to Possess Firearms before appointment.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to possess and maintain a current valid United States driver's license.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. You will be required to sign a DD-Form-2760, Qualification to possess firearms or ammunition.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You must meet the qualifications and be certified to carry a firearm. You will need to maintain firearm proficiency.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Your resume is the key means we have for evaluating your skills, knowledge, and abilities as they relate to this position. Therefore, we encourage you to be clear and specific when describing your experience. Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-10 or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Managing law enforcement operations to include patrol, community policing, public relations, traffic safety, training and police equipment; 2) Performing force protection, anti-terrorism, and security duties to deter, detect, and deny unauthorized access at fixed installation, internal compound and incident perimeter posts; and 3) Employing National Incident Management System(NIMS) and Incident Command System (ICS) protocols in the event of significant incidents affecting public safety and installation mission. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Completion of the Federal Law Enforcement Training Center (FLETC) Uniformed Police Training Program is a condition of continued employment. Employee will be required to sign a continuing service agreement prior to travel to the academy. Agreement to Continue in Service - CSA, Agency requires 36 month of continued employment after the completion of required training from the FLETC in accordance with Title 5 USC 4108 and 5 CFR410.309. Failure to voluntary complete length of employment requirement can subject employee to reimburse to the agency for fees, such as tuition and related fees, travel, and other special expenses (excluding salary) paid in connection with the training. You will qualify up to and including Watch Commander prior to assuming any duties which command or direct the operational on-scene actions of Police personnel. You will begin your administrative duties and authority immediately upon checking-in to the command.
