The Employee Benefits Security Administration (EBSA) is committed to educating and assisting the millions of workers, retirees, and their families covered by private retirement plans, health plans, and other welfare benefit plans as well as plan sponsors and members of the employee benefits community. The agency will accomplish this mission by developing effective regulations; assisting and educating workers, plan sponsors, fiduciaries, and service providers; and vigorously enforcing the law.

Duties

Major duties include but are not limited to: - Advises managers on program matters relevant to the office's outreach, education, and assistance programs. Coordinates and collaborates with managers in the formulation of broad goals, strategies, and in conjunction with the executive leadership, plans for the development, administration, and evaluation of technical assistance, outreach, and education program. - Provides expertise for unusually complex issues raised by subordinates requiring specialized knowledge in the fields of pension benefits or health care benefits. Provides subordinates with assistance in interpreting and applying laws and regulations governing such benefits. - Develops and recommends standard materials or paragraphs, procedural statements, guides, resource material, etc. for use in providing technical advice to EBSA stakeholders. - Establishes and maintains effective liaison with other EBSA components and as necessary, other Departments and federal and state agencies. Also, works with parties involved in or affected by ERISA, SAVER, ACA, HIP AA, COBRA, Mental Health Parity and Addiction Equity Act, Newborns' and Mothers' Health Protection Act, Women's Health and Cancer Rights Act, Genetic Information Non-Discrimination Act, and Michelle's law such as labor organizations, employee trade groups, welfare and pension plan administrators, etc. - Responsible for the technical and administrative supervision of professional, technical, clerical, and/or administrative work to carry out the mission of the organization. Determines acceptability, rejection, or correction of contractor work. - Interviews candidates for positions; recommends appointment, promotion, or assignment for positions; hears or resolves complaints from employees; refers group grievances and more serious unresolved complaints to a higher level; and effects minor disciplinary measures. - Carries out supervisory duties in accordance with regulatory requirements in areas such as Diversity and EEO; internal management controls; Merit Systems Principles; Safety and Occupational Health obligations; performance management; management of ethics, conduct, and discipline; and hiring reform. - Performs other related duties as assigned.

Requirements

  • Must be at least 16 years old.
  • Must be a U.S. Citizen.
  • Position requires Public Trust-Low Risk Background Investigation.
  • Requires a probationary period if the requirement has not been met.
  • Subject to financial disclosure requirements.
  • Requires a supervisory probationary period if the requirement has not been met.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Specialized experience is experience that has equipped the candidate with the particular knowledge (ERISA), skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position. For this position specialized experience would be defined as experience: Analyzing and giving information and assistance to the public or clients on rights and obligations under laws in accordance with legal documents such as trusts, contracts, or employee benefit plans; Ability to communicate orally and in writing complex technical issues to individuals in plain language; Experience in fact-finding and problem solving to ensure conformity to applicable rules and regulations, and experience in tracking progress in implementing management operating plans; Ability to implement and direct general ERISA information as well as formulate outreach and education programs for the public; Reviews work products of subordinates for sufficiency and soundness of regulatory interpretation.

Education

There is no educational requirement at the GS-14.
