You will serve as a Government Information Specialist for the Navy and Marine Corps Appellate Review Activity (NAMARA).
Duties
You will analyze and determine whether or not requested material is releasable, respond to requestors, from acknowledgment through final disposition of the request, providing periodic status reports and final action letters.
You will prepare the final product to be released under FOIA/PA by conducting a technical review, and analyzing requested material, and making independent decisions as to what information should be properly withheld under FOIA and PA exemptions.
You will perform substantive legal research of DOD and DON directives to properly process complex or unique requests.
You will communicate procedural and substantive information relating to FOIA/PA requests both orally and in writing to Congress, Congressional staffers, attorneys, other government agencies, members of the media and the general public.
You will advise field offices on requirements to forward investigations and proper processing of information requests in accordance with agency policy and regulations.
Requirements

Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector using knowledge of the Federal Freedom of Information Act (FIOA) and the Privacy Act (PA) to perform the following duties:1) Investigate, analyze, and prepare request for or provide responses to requests for information in compliance with FIOA/PA requirements;2) Perform legal research (e.g. case law, administrative law, state codes, U.S. Government regulations, directives, notices and manuals) to properly submit or process complex or unique FOIA/PA requests;3) Utilize records management methods to ensure electronic and hardcopy records are maintained consistent with applicable regulations; and4) Explain and defend both orally and in writing FOIA/PA procedures to personnel within and external to your organization or corporation.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Having successfully completed a Ph.D. or equivalent doctoral degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work..
OR
Having successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
OR

Having a combination of experience and graduate education as described above that equates to one year of experience.
