You will serve as a FINANCIAL MANAGEMENT ANALYST in the NAVAL POSTGRADUATE SCHOOL.
Duties
You will use an office automation software program to compose financial reports providing status updates or business information.
You will assess financial programs for effectiveness in meeting organizational goals.
You will prepare briefs regarding financial management system issues for senior managers.
You will brief decision-makers on financial analysis results.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This is a bargaining unit position.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-09 Level
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Initiating and reviewing commitment and obligation documents using the Command Financial Management System (CFMS); 2) Ensuring that funding is appropriate and all needed back-up documentation adheres to policy and standard operating procedures prior to submission for Comptroller approval and certification; and 3) Providing sound fiscal advice in resolving issues that might impede progress towards successful execution of creating and reviewing funding documents.
GS-07 Level
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing third-party customers and contracting agencies with funding documents and back-up documentation and ensuring receipt and acceptance are processed and applicable contracts are obligated into the Standard Accounting, Budgeting and Reporting System (SABRS) official accounting systems via accounting feeder systems, i.e., CFMS; and 2) Supporting requests for adjustments to funding documents as required and making any necessary adjustments or amendments in an official financial system as well as other legacy systems in use.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
For the GS-09:
- Successful completion of a master's or equivalent graduate degree, or
- Successful completion of two (2) full years of progressively higher-level graduate education leading to such a degree, or
- Possession of LL.B. or J.D., if related
For the GS-07:
- Successful completion of one (1) full year of graduate level education, or
- Successful completion of a bachelor's degree with superior academic achievement
