Duties

Assist with the management, oversight, and execution of all financial management support and functions, accounting data base, and other systems for the Command. Serve as the technical point of contact for the all-financial management systems to include, DTS, GFEBS, SOMARDS, RM-Online, WAWF, and accounting systems. Monitor and track obligations and expenditures against phased obligation plans. Comply, consolidate, review, analyze and edit those portions of the responsible budget estimates for the assigned USOTC base and test programs. Perform financial management functions to include accounting, funds controls, travel, cost estimates, fiscal/policy, internal controls, and budgeting practices, methods, and procedures. Perform a wide range of budgetary duties and procedures in administering the formulation, execution, review and control of assigned USAOTC Test budgets. Develop, implement, and update financial management systems reflecting status of commitments, obligations, and expenditures. Disseminate guidelines/policy to subordinate organizations pertaining program such as GTCC program, travel entitlements, fund control, accounting functions, internal controls, cost estimates, accounting classification, and budget execution. Provide advice and guidance covering a wide variety of financial policies and requirements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position may require the incumbent to occasionally travel away from the normal duty station up to 25% of the time.
  • FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA).
  • Incumbent must obtain and maintain fiscal law certification.

GS-09 Qualifications: Specialized Experience: One year of specialized experience which includes: 1) executing transactions through an automated budget system such as the General Fund Enterprise Business System (GFEBS) to create sale orders; 2) prepare statements or reports to support budget proposals for review; AND 3) communicate with managers to develop proposed budget strategies. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Cost Management, or Financial Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Timein Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). GS-11 Qualifications: Specialized Experience: One year of specialized experience which includes: 1) analyze budgetary problems in order to develop alternative methods of funding; 2) execute transactions through an automated budget system such as the General Fund Enterprise Business System (GFEBS) to complete purchase orders; AND 3) identify short falls or trade-offs to recommend refunding distribution for a program. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Cost Management, or Financial Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
