The IT Program Analyst works within the Digital Solutions Division of the National Gallery of Art and reports directly to the Chief Information Officer (CIO). They work extensively with division and department managers to perform a variety of analytical, evaluative, and strategic tasks that support the overall administrative and financial functions to provide efficient and effective IT solutions and services throughout the Gallery.

Qualifications
Candidates must meet the Qualification Standards Handbook requirements for the NF-343-12. A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the NF-11 in the Federal service. Candidates must possess at least one year of specialized experience, equivalent in responsibility to the NF-11 level in the Federal service, performing a variety of analytical and evaluative tasks in support of the overall administrative and financial functions for a major organization or institution.

Comprehensive knowledge of and skill in applying analytical and evaluative methods and techniques sufficient to independently implement the distribution of the division’s federal and private budgets; establish and track project budgets for new IT software, hardware, and services as well as annual renewals.
Comprehensive knowledge of and analytical ability, originality, technical judgment and knowledge of a wide range of quantitative and qualitative methods used to gather, analyze, evaluate and assimilate information sufficient to enter procurement documentation (Statements of Work, Proposal Instructions, Evaluation Factors, Independent Gallery Cost Estimates (IGCE), sole-source justifications, etc.) into the Gallery’s financial management system (Oracle FMS) via Oracle’s Requisitioning module and administrative and program management processes sufficient to keep records on contract renewal dates and works with CORs on renewals, ensuring that appropriate renewal information is provided to the Gallery’s Procurement and Contracting office (APC) to meet APC processing requirements.
Working knowledge of computer systems and software, especially data management systems, spreadsheets, and financial management systems.
Demonstrated skills in Microsoft Office 365, especially O365 Excel, Word, and Teams.
Effective time management skills and flexibility especially multi-tasking to meet priorities.
