The primary purpose of this position is to serve as an Operations Research Analyst in a developmental capacity performing assignments designed to further develop applicable analytical and evaluative skills and techniques. This is a developmental position with full performance grade of GS-12.

Duties

1. Performs developmental assignments in support of projects assigned to higher level analysts. 2. Performs recurring assignments. 3. Participates in special initiatives, studies, and projects. 4. Prepares correspondence and other documentation.

Qualifications

This position is a developmental (GS-07 Target GS-12) position. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-07). Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. A Bachelor of Science degree from an accredited institution in mathematics, computer science, one of the physical sciences, engineering or a closely-related scientific discipline. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A Bachelor of Science degree from an accredited institution in mathematics, computer science, one of the physical sciences, engineering or a closely-related scientific discipline. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed in the individual occupational requirements . SPECIALIZED EXPERIENCE: GS-07: Applicants must meet the basic education requirements for the GS-1515-07, Operations Research Analyst and I have at least one year of specialized experience at the next lower broadband GS-05 or equivalent in the Federal Service. Examples of specialized experience include assisting in applying operations analysis; or, assisting in utilizing a structured approach to solving problems; or, assisting in providing advice about the effects of alternate solutions to problems; or, assisting in developing solutions by applying multidisciplinary methods. Note: You must submit a copy of official transcripts. GS-09: Applicants meet the basic education requirements for the GS-1515-09 and I have one year of specialized experience or will have within 120 days at the next lower grade GS-7 or equivalent in the Federal Service. Specialized experience includes: independently performs recurring assignments of limited difficulty and complexity in support of projects assigned to higher graded analysts; performs general operations research assignments for portions of a project or study consisting of a series of interrelated tasks or problems. Note: You must submit a copy of official transcripts. GS-11: Applicants meet the basic education requirements for the GS-1515-11 and I have one year of specialized experience or will have within 120 days at the next lower grade GS-09 or equivalent in the Federal Service. Specialized experience includes: working under the guidance of senior analyst(s), applies a range of analytical, mathematical, and/or statistical theories, principles, and practices to plan, coordinate, and execute segments of complex studies; compiles, organizes, and analyzes data/information to find solutions to problems requiring the use of a broad range of established operations research methods and techniques. Note: You must submit a copy of official transcripts. GS-12: Applicants meet the basic education requirements for the GS-1515-12 and I have one year of specialized experience, or will have within 120 days, at the next lower grade GS-11 or equivalent in the Federal Service(or equivalent in other pay systems). Specialized experience includes providing independent cost analyses as part of a team, development or evaluation of cost estimating relationships and mathematical models, and analysis of schedule requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. For GS-07 one year at the GS-05, for GS-09 one year at the GS-07, for GS-11 one year at GS-09, and for GS-12 one year at GS-11 level is required to meet the time-in-grade requirements. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of basic principles, concepts, and practices of operations research analysis to apply scientific methods and techniques to analyze systems, processes, and/or operational problems and procedures. 2. Knowledge of mathematics and analysis to perform minor phases of a larger assignment and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. 3. Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform routine to difficult but well precedented assignments in operations research analysis. 4. Ability to analyze, interpret, and apply operations research rules and procedures in a variety of situations and recommend solutions to senior analysts. 5. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. 6. Ability to plan and organize work, and confer with co-workers effectively. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
