The primary purpose of this position is to lead a team in providing expert knowledge of data science, data engineering, mathematics, statistical analysis, and modeling/simulation to apply to enterprise program level oversight. ***Salary ranges includes local market supplements***

Duties

Provides full range of data science services for scientific and technical intelligence applications, including technical guidance, advisory support, and assistance. Leads a team providing expert knowledge of data science, data engineering, mathematics, statistical analysis, and modeling/simulation to apply to enterprise program level oversight. Leads team of Data Scientists working on complex data problems. Serves as team lead providing technical guidance, advisory support, and assistance to partners throughout NASIC, in the solving of highly complex problems. Leads projects working at various stages to include development of action plans, identification of requirements, development and presentation of briefings, data visualizations, and other applicable required project materials and documents. Makes technical recommendations and promotes information exchanges with NASIC leadership, and with Intelligence Community, and DoD entities. Integration of technical reports and documents that result from each project or activity. Represents the organization during visits with government and industry representatives. Develops and implements Data Science training programs for team and Center use. Develops NASICs data science-related training curriculum. Researches and establishes corresponding training delivery mechanisms. Works with Principal Technical Advisor to establish the training plan, curriculum focus areas, and pace of training offerings.

  • Position is designated special-sensitive, and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Bachelor of Science Degree in Operations Research, Engineering, Physical Sciences, Mathematics or other technical/systems discipline is required.
  • Prolonged periods of sitting, reading and intense data analysis are typical. This work is mostly sedentary performed in an office setting.
  • Must exhibit a high degree of judgment, resourcefulness, originality, and the ability to foresee the impact of changing technology.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A. Degree: Operations Research OR B. At least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. POSITIVE EDUCATION REQUIREMENT: This position has a positive education requirement. If transcripts are not provided, your resume MUST list the appropriate academic field (e.g. biology, mechanical engineering, economics, sociology, etc.) and all courses you have taken (including those failed), which appear to satisfy the qualification requirements of the position for which you are applying. List graduate and undergraduate courses separately. Include the descriptive title and course code, completion date, grade, number of semester, quarter or classroom hours (for education completed at business, secretarial, technical school or military schools) and graduate and undergraduate classes. **As of 1 Sep 2016, current internal AF employees must attach their transcripts. Failure to do so will result in not being referred for the position. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: professional knowledge of operations research, engineering, physical sciences, mathematics, or other technical/ systems discipline; knowledge of one or more specialized areas of operation research sufficient to apply new analytical developments, methodologies, and research findings to broad studies of an unprecedented nature; knowledge of research techniques; comprehensive knowledge and understanding of agency, AF, DoD, and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned programs and/or projects; knowledge of intelligence community security concepts and principles. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of the concepts, principles, theories, and practices involved in statistics, mathematics, and computer science to perform studies, modify standard practices, and/or resolve issues related to the planning, development, fielding, and sustainment of complex data systems and issues. 2. Knowledge of a broad range of operations research analysis techniques and possession of analytical abilities; and knowledge of quantitative techniques and methods used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions. 3. Knowledge of the national intelligence community, Joint, DoD structure, organizations, and mission/functions, inter-relationships and operations; knowledge of security procedures to maintain control of classified material. 4. Proven skill in applying analytical and evaluative techniques to identify, investigate, and resolve complex issues or problems; and general understanding of current data science-related technologies and awareness of potential impacts of changing and evolving technology on the data science mission. 5. Skill in conducting complex research, identifying appropriate available systems/data sources, and producing assessments that answer specific tasks to link and leverage agency capabilities in support of customers; skill in effectively communicating with audiences of all experience levels, both orally and in writing, to provide decisional briefings, team project updates, and facilitate group training sessions on data science topics. 6. Ability to develop and utilize appropriate data collection techniques; ability to design, build, and use models and simulation techniques; and ability to participate in study teams; originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints. CONDITIONS OF EMPLOYMENT CONTINUED: Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
