The primary purpose of this position is: To Serves as the OAS Senior Liaison for the Wright-Patterson AFB area. Assists entire spectrum of activities involved in OAS mission of providing broad expertise to MAJCOMs and Air Staff in planning, executing, and reporting of study efforts regarding capabilities and requirements of future weapon systems.
Duties
Serves as the Wright-Patterson AFB Liaison/Tech Advisor for the Director, OAS. Incumbent is the technical and management Lead for OL-WP and exercises great independent professional judgment on the exact engagement and operational direction of the Operating Location.
Scientific Studies and Analyses. Evaluates, and on occasion leads, system analysis studies on unconventional and advanced future Air Force systems in order to satisfy deficiencies in Air Force capabilities.
Consultation. Provides expert consultation with Army, Navy, JCS, OSD and other federal agencies as necessary.

- Must have a bachelor's degree in a related technical discipline such as mathematics, computer science, one of the physical sciences, or engineering. Advanced degree(s) are preferred.
- Work occasionally requires travel away from the normal duty station on military or commercial aircraft.
- This position is designated critical sensitive and must maintain and keep a TS/SCI clearance.
- This is a Testing Designated Position. The employee is subject to random drug testing (IAW HQ-USAF letter dated 29 Jan 90).

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Operations Research Series 1515
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes operations research techniques; ability to obtain information concerning subject studies; perform sound analyses; Anticipate the organization's need for knowledge; identify available alternatives. Provides viable solutions to difficulties; knowledge in assessing and understanding problems, in developing plans and approaches, devising new methods or extending existing theory to new and unusual applications.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a broad range of operations research analysis techniques and possession of analytical abilities.
2. Knowledge of national defense issues and policies affecting weapon system development.
3. Skill to negotiate and/or defend findings and program support concepts and maintain good working relationships with General Officers, Senior Executives Service Civilians, and other senior military leaders in the DoD, private industry executives, and foreign countries.
4. Ability to lead teams and originate new ideas, projects, and methodologies.
5. Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintains good working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
