This position is located in the Department of Veterans Affairs, Veterans Benefits Administration (VBA) Education Service (EDU) with department-wide responsibility for activities relating to administering VA educational assistance programs to Veterans, Servicemembers, National Guard and Reserve members, and eligible dependents. Incumbent serves as a Program Analyst for the Digital Engagement Team on the Program Integration Office Staff, and reports to the Chief, Digital Engagement Team.
Duties
Developing, organizing, analyzing, and promoting Education Services products and services through digital channels - web, social media, mobile, e-mail.
Develop EDU?s digital strategy in compliance with established standards and oversight to ensure content and products effectively communicates benefits information to Veterans, servicemembers, survivors, and their dependents.
Develop plans to implement EDU messages and campaigns.
Ensure EDU?s digital content and products is consistent with existing and evolving web practices.
Monitor operating programs and activities supporting digital media products to promote EDU benefits and services to Veterans, their dependents, or beneficiaries.
Formulate objectives and operations for new and existing programs within the scope of Digital Engagement.
Outline appropriate method of securing required information and develop web and social media items from surveys, discussions with operating officials, legislative directives, policies, plans, reports, schedules, records, and similar materials.
Analyze management techniques, processes, and styles for improving organizational effectiveness.
Review procedural issues of other VA programs and other agencies as well as newly enacted, or changed legislation dealing with servicemembers' and Veterans' benefits matters to determine the effect upon the web and social media program.
Manage long and short-range activities and program initiatives designed to enhance digital engagement platform and outreach that includes developing and interpreting policies, devising alternatives for management decisions for change.
Coordinate with appropriate VBA/VA entity, acts as a resource to leadership and management officials within VBA on program integrity related issues and serves as a liaison and facilitator to ensure appropriate action for resolution.
Keep the management staff informed of the attitudes of users of VA services as well as their reaction to and criticism of those services.
Develop presentations covering highlights of new material and providing practical applications and examples.
Aid and consult with field offices to maintain web and social media relationships and product development.

Specialized Experience:
GS-13: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-12) in the federal service or other services. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position.
Specialized experience for this position is defined as: (1) Formulating objectives and coordinating operational activities for new and existing Digital Engagement programs; (2) utilizing quantitative research to outline appropriate methods of securing required information for developing web and social media platforms; AND (3) analyzing agency wide programs, functions to determine whether the managements systems in current use efficiently accomplish the objectives sought.
There is no substitution of education for grade GS-13.
