This position serves as Supervisory Medical Administration Specialist in the Health Administration Service (HAS) for the Medical Center Healthcare System and reports directly to the Chief of HAS providing leadership and managerial support for substantial operations to fulfill the VA mission.
Duties
Provides direct supervision and leadership to HAS section chiefs working with them to ensure streamlined day to day operations.
May be required to be available for rotating shifts, weekends, and holidays.
Serves as Acting Chief, Health Administration Service during the Service Chief's absence.
Writes, reviews and develops policies as it relates to the sections supervised.
Evaluates programs for efficiency and productivity to support healthcare systems in patient administration.
Responsible for leading HAS leaders in managing and sustaining the various programs and driving change initiatives in medical support staff related to all clinical areas to include any Lead or supervisory staff in those sections.
Oversees contracts and fiscal management as it relates to various HAS programs.
Coordinates and supports mechanisms for successful data collection and entry.
Coordinates the collection of data concerning patient care activities making
computations as required and reports monthly, quarterly, or annually to management.
Evaluates, plans, and analyzes processes.
Identifies and proposes solutions to management problems characterized by their breadth, importance, and severity, and for which previous studies and established management techniques are frequently inadequate.
Prepares executive letters, memorandums and other written communication that may be forward to VISN or external stakeholders.
Reviews draft correspondence in response to inquiries from Veterans, Congressmen, Senators, Veteran Services Representatives, and other inquires.
Must have knowledge of the VHA Scheduling Directive and all processes within that directive such as the Recall System, Electronic Wait List (EWL), New Enrollee Appointment Request (NEAR) list and work with the Section Chief and HAS Trainers on assuring that staff are properly trained on the requirements of the VHA Scheduling
Directives and can complete the scheduling responsibilities stated in the VHA Scheduling Directive.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday through Friday, 7:00 am - 3:30 pm (subject to change based on the needs of the agency)
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/14/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: routine data collection, database entry, analytical evaluation, planning, and processing. Note: This experience must experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR,
GS-11 Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed Ph. D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (TRANSCRIPT REQUIRED). OR,
GS-11 Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education (in excess of the first two graduate years or 36 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.
GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the VHA Scheduling Directive. Planning, developing, and executing agency programs. Identifying and correcting problems as they pertain to capturing accurate workload information. Note: This experience must experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. There is no educational substitution at the GS-12 grade level.

Physical Requirements: This is primarily a sedentary position, but the work requires some walking, bending, stooping, and carrying of light objects such as manuals, documents, etc. Concentration and sustained performance under prolonged stress is required because of the time factors involved in completion of work assignments within deadlines.
