The organizational location of this position AFELM PROJ OFC SP 0ISA, PENTAGON ADM, VA The primary purpose of this position is: To serve as a senior intelligence analyst and subject matter expert engaged in the technical analysis and production of information obtained and processed from multiple intelligence sources in support of customer requirements.

Duties

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category is at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. ***Salary Ranges shown includes local market supplement *** DUTIES: Serves as a senior adviser and primary consultant on intelligence analysis and production. Develops and presents ISR capabilities to a wide variety of service, national, and coalition customers. Conducts and oversees the most complex analysis of multi-source intelligence. Manages and oversees intelligence production. Serves as a senior technical authority on ISR issues for agency leadership.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

  • This posn is subject to provisions of the DoD Priority Placement Program

  • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
  • Shift work and emergency overtime may be required

  • An advanced intelligence-related or professional/scientific degree is highly desired.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: Your resume must reflect experience at the next lower qualifying pay band or equivalent grade under the General Schedule (GS/GG) pay system or other pay systems, demonstrating quality in the knowledge, skills, abilities, and competencies to meet the requirements of this position. Examples of creditable experience Mastery of a comprehensive range of intelligence research, collection methods and analytical applications and methodologies that includes the evaluation of many diverse sources of information utilizing multiple intelligence information systems in order to develop intelligence capability and threat assessments. Amasses and analyzes in detail intelligence data using multi-source analytical expertise from either regional or functional background/training to current and operational intelligence missions. Demonstrated knowledge of the national intelligence community, Joint, DoD structure, organizations and mission/functions, inter-relationships, and operations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. Knowledge of advanced analytical principles, concepts, and methods to produce detail analyses of complex information/situations attained from multiple sources. Knowledge of the national intelligence community, Joint, DoD structure, organizations and mission/functions, inter-relationships, and operations. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing collection requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients. Skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes. Ability to maintain control of classified material, quickly assimilate disparate data, render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment and experience and present and/or justify a position effectively. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
