The primary purpose of this position is to administer and develop strategic plans for various programs associated with Civilian Personnel activities. Mission of the organization is to administer civilian personnel policies, programs, and procedures for serviced employees and managers.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05/07/09/11, or equivalent in other pay systems. Examples of specialized experience includes experience assisting/supporting in a human resources office, completing and reviewing a variety of human resources forms for relevance and accuracy, applying human resources principles, and practices to advise on and/or resolve non-complex, non-controversial, well-precedent factual, procedural, and/or recurring issues.

GS-07:
OR
EDUCATION: Successfully completed 1 full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.-OR -Successfully completed a Bachelor's degree with Superior Academic Achievement.

COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post 4-year course of study leading to a Bachelor's degree and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position.

EDUCATION: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree orLL.M., if related.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Have less than the full amount of specialized experience required but have more than 1 year of graduate level education with a major or subject area related to the position to be filled. Note: You must submit a copy of official transcripts.
GS-11:
OR EDUCATION: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree, or LL.M., if related.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Have less than the full amount of specialized experience required but have more than 2 years of graduate level education with a major or subject area related to the position to be filled.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-05 is required to meet the TIG requirements for the GS-07; One year at the GS-07 is required to meet the TIG requirements for the GS-09; One year at the GS-09 is required to meet the TIG requirements for the GS-11. One year at the GS-11 is required to meet the TIG requirements for the GS-12. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of management and organizational principles and practices along with a knowledge of human resources functions, military personnel, and manpower, to identify integrated approaches and solutions to significant human resources concerns and issues.
2. Knowledge of a comprehensive range of AF functions, policies, procedures, practices, concepts, and theories related to the mission, management, and operation of organizations to provide high level staff guidance.
3. Knowledge of analytical and evaluative methods and techniques to apply to issues or studies concerning the efficiency and effectiveness of Wing operations.
4. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity.
5. Ability to communicate, both verbally and in writing, to achieve stated positions or to make an adequate case for a particular strategy which may or may not be readily accepted, but is the best solution to achieve overall Wing goals.
6. Ability to plan, organize work and meet deadlines.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
