This position is in the Division of Administration, Office of Human Resources (OHR), Workforce Relations Section. The incumbent of this position serves as an HR Specialist (Workforce Relations) and participates in day-to-day administration of Workforce Relation Programs and other special emphasis assignments, to include providing expert guidance on discipline/adverse action matters, telework, reasonable accommodations, and Federal leave policy and programs.

Duties

As a HR Specialist (Workforce Relations) GS-0201-13, your typical work assignments may include: Analyzing various HR processes, procedures and programs in specialized employee relations area incorporating a general knowledge of other HR areas and quantitative and qualitative management tools and techniques to establish/adapt HR processes and procedures to support workforce relations program area. Ensuring consideration of statutory and regulatory requirements, union contracts and, to the extent within the incumbent's control, ensures that these requirements are met timely. Coordinates consultations with medical and vocational rehabilitation specialists and other experts on topics such as reasonable accommodation and leave programs. Anticipating customer needs and respond with the necessary guidance/information, options and delivers high quality products consistent with established time frames.

To qualify for this position, you must meet the following requirements: In order to qualify for the GS-13 grade level, applicants must possess at least one year of experience (52 weeks) performing at the next lower grade level (GS-12) work such as: Experience of analyzing, evaluating and developing major aspects of agency-wide labor relations programs that require isolating and defining unknown conditions, resolving conflicting problems, and developing new concepts and methodologies; Experience resolving issues of sensitivity and potential controversy that may promote advances in principal human resources program plans, goals, objectives, and milestones; and Serving as a staff subject matter expert (SME) to other consultants handling negotiations that typically involve the development of new approaches. TIME-IN-GRADE REQUIREMENTS Applicants must meet time-in-grade requirements to be considered eligible.
