This National Guard position is for a HUMAN RESOURCES SPECIALIST (RECRUITMENT AND PLACEMENT), Position Description Number D0104000 and is part of the HRO, Topeka, KS Air National Guard.
Duties
As a HUMAN RESOURCES SPECIALIST (RECRUITMENT AND PLACEMENT), GS-0201-09, This position will perform HR Specialist Functions within the Air AGR Management Section of the HRO. You will provide advice and support to managers, supervisors, and the Human Resources Officer on recruitment and placement matters for a variety of professional, administrative, technical and clerical occupations. Duties include processing vacancy announcements, performing orders production and modification actions in AROWS, and assisting the AGR manager in tracking, documenting and processing AGR actions. Identify appropriate qualification standard to be applied, validate hire authority, develop position announcements, locate position applicants, develop candidate evaluation criteria and evaluate candidate eligibility, and refers qualified candidates for selection consideration. Review and verifiy information on requests for vacancy announcements to assure correctness. Other duties as assigned.

- Males born after 31 December 1959 must be registered for Selective Service.

- Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement
- Participation in direct deposit is mandatory.
- Must be able to obtain and maintain a Secret security clearance within one year of appointment.
- Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission
- Selectee will be required to wear the military uniform.
Qualifications
Military Grades: E2 through E6
GENERAL EXPERIENCE: Experiences gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.
The following seven basic qualification competency factors are applicable to the GS-0201 career levels: Skilled in collecting and analyzing data effectively, efficiently, and accurately;
Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication;
Ability to write English in reports and presentation formats;
Ability to communicate clearly and effectively;
Skilled in presenting formal training presentations and briefings;
Ability to assess body language and perceive emotional and/or distress levels; and,
Skilled in applying procedures and directives by reading and interpreting program material.
SPECIALIZED EXPERIENCE GS 09: Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provided a basic working knowledge of National Guard missions, organizations, and personnel programs. Must have a basic knowledge and experiences of personnel programs gained in a classroom or as an on-the-job trainee. Have knowledge-based competency of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency. Experienced in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments. Experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Experienced in operating a computer and using varied computer programs.
PHYSICAL EFFORT: Work is primarily sedentary, although some physical effort or exertion may be required in the performance of duties. There may be some episodes of light lifting or prolonged periods of standing.
WORKING CONDITIONS: Work typically involves normal risks and discomforts common to an office setting. Incumbent may be required to travel in military or commercial aircraft to perform temporary duty assignments. The incumbent's regular assignments are primarily Air National Guard technician duties; however, the incumbent may also be assigned some non-technician duties.
