This position is located in the Office of the Managing Director (OMD),Office of the Chief Information Officer (OCIO), Cybersecurity Group, Federal Communications Commission (FCC), located in Washington, DC.
RELOCATION EXPENSES WILL NOT BE PAID.

Duties
Manages and leads a team of subject matter experts to develop and maintain cybersecurity plans, strategy and policy in alignment with organizational cybersecurity initiatives and regulatory compliance.
Research, develop, publish, and implement Cybersecurity policies, manuals, processes and procedures.
Develop, publish, implement, test and update the FCC Information Systems Contingency Plan and Disaster Recovery (DR) Plans.
Direct and facilitate the annually required enterprise-wide security training for all FCC employees and contractors and other cybersecurity training as needed.
Direct the development of audit reports, ensuring compliance with standards and protocols and the development of appropriate corrective action.
Conduct independent risk and vulnerability assessments of planned and installed information systems to identify vulnerabilities, risk and measures needed to protect FCC automated information, and to complete the required assessment and authorization for each system.
Provide recommendations for and participate in the acquisition of information security and information assurance enforcement, analysis, and monitoring tools, as well as tools purchased off-the-shelf that are acquired with security requirements.

Qualifications
Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Time in grade restrictions do not apply to Direct Hire procedures.
For the GS-14, you must have one year of specialized experience equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:
1. Experience researching, developing, defining, managing and documenting IT Cybersecurity projects.2. Experience recommending and/or developing policies, data, management plans, procedures, and standards for a Cybersecurity program. 3. Experience assessing technologies that may enhance information security systems and capabilities.4. Experience recommending strategies and/or policies regarding the implementation of network, security, and reliability procedures.
PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
