Duties
This position is located in the Office of the Assistant Chief of Police for Protective and Intelligence Operations, Protective Services Bureau (PSB), Intelligence and lnteragency Coordination Division (IICD). IICD plans, directs, and implements the USCP's security policies and programs by providing leadership and guidance in administering all classified collateral and Sensitive Compartmented Information (SCI).
As a Security Specialist and technical representative for USCP, the incumbent will establish policies and procedures for handling, safeguarding, and disposing of classified material; protect classified computer networks; and independently prepare mandatory reporting requirements for the security program.
Duties and responsibilities include, but are not limited to, the following:
Implements all collateral and SCI-associated security policies, programs, and initiatives for the proper handling, use and safeguarding of national security information.
Assists with implementing the policies and procedures necessary to protect all collateral and SCI information and activities.
Assists with the implementation of collateral and SCI training programs and exercises for USCP personnel.
Keeps abreast of new developments and theories in personnel security. Serves as a technical expert on intra- and interagency committees, working groups, and task forces concerned with the implementation of UCSP objectives, policies, procedures, process flows and guidelines.
Uses both classified and unclassified databases to maintain security logs and clearance information of USCP employees and contractors.
Provides technical advice and support to USCP leadership when setting up their Public Key Infrastructure (PKl) classified systems.
Advises, monitors, and regulates day-to-day SCI Facility (SCIF) operations. Authorizes the introduction of personnel and equipment and ensures accreditations are accomplished and approved.
Manages and integrates USCP's strategic plan and mission as it relates to providing clearances to an expanded group of staff members.
Leads a training program dedicated to providing personnel access controls to all secure and sensitive SCIFs.
Manages and directs Top Secret/SCI (TS/SCI) personnel and physical security training; facilitates the conduct of TS/SCI security investigations.
Manages programs, facilities, inspections and operations related to the security access and badging system; directs the conduct of physical security assessments and inspections of SCIFs.
Qualifications
In order to qualify, you must meet the education and/or experience requirements described below.
At least 52 weeks of specialized experience at the CP-10 grade level (GS-12 equivalent) is required. Such experience must have been directly related to the line of work of the position to be filled and that demonstrated the knowledge, skills, and abilities needed to successfully perform the duties of the position.
Specialized experience is defined as (1) managing and integrating the strategic plan and mission of a SCIF and badging system; (2) leading a training program dedicated to providing personnel access controls to all SCIFs; (3) managing and directing access to and safeguarding classified information; (4) facilitating the conduct of security clearance investigations; and (5) ensuring compliance with applicable rules and regulations pertaining to the operation of a SCIF and access to classified information.
