Duties

As a NUCLEAR POLICY MANAGER at the GS-0301-13/14 some of your typical work assignments may include: The incumbent serves as the Nuclear Policy Manager for the Nuclear Strategy and Doctrine Division. The incumbent provides support and input to the Directorate and interacts with the Nuclear Weapons Council (NWC), the NWC Standing and Safety Committee (NWCSSC), the National Leadership Command Capabilities (NLCC) Executive Management Board (EMB) and supporting Senior Steering Group. Participates in the management, execution or implementation of requirements stemming from Presidential Policy Directives dealing with nuclear weapons command, control, safety, security, and nuclear weapons employment planning. Authors original nuclear operations thought pieces to include but not limited to nuclear deterrence, strategic deterrence, policy, weapons systems trade space and risk. Keeps the Directorate and Agency informed and aligned to the "nuclear portions" of National and DoD strategy, policy, and guidance documents -- includes Joint Strategic Planning System processes and products and Planning, Programming, Budgeting and Execution System. Develops and manages implementation of concepts, policy guidance, and critical operations for national continuity-related activities for the Directorate. Conducts special studies, proposes options and develops analysis of alternatives, represents the agency and participates in committees and seminars of DTRA and DoD importance. Meets with other department or agency experts having a variety of viewpoints or objectives on issues of considerable consequence or importance. Presents DTRA's rationale or position on specific problems and engages in interdepartmental discussions and collaborative negotiations to arrive at consolidated positions. Coordinates with high-level government offices and agencies to ensure that responses, standards, and procedures are current and promote national defense. Makes recommendations for policy revisions and as necessary engages in analyses of Directorate's strategic planning procedures and requirements for senior decision makers. The incumbent serves as DTRA's principle Nuclear Command, Control and Communications (NC3) policy expert in supporting DTRA senior leader efforts to facilitate policy and other requested defense agency and/or combat support agency NC3 efforts. Participates in and leads the problem solving process by negotiation, compromise, or developing suitable alternatives. Participates in and leads the analyses of U.S. nuclear forces structure, posture, plans and capabilities in national security requirements. Conducts complex system analysis, systems engineering, vulnerability analysis, planning, and program and budget analysis of complex military systems. Performs analyses of Agency and Directorate's plan for strategic capability employment and assures current and future strategic force structure and capabilities.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Organizing and managing multiple, fluctuating projects; Assisting with the development and implementation of nuclear, deterrence, nuclear command, control and communications (NC3) and related strategy; and Implementing extensive changes to established procedures or polices. You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Analyzing work conducted by policy, doctrine and nuclear command, control and communications (NC3) experts, partner academic, think tank and other nuclear and/or deterrence development entities; Developing and implementing nuclear, deterrence, NC3 and related strategy for broader acceptance; and Planning and scheduling ongoing nuclear policy, strategy and NC3 development work on a weekly and monthly basis and direct assignments of similar duration. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
