This position is located within Counterintelligence Directorate, Security Division. This division is responsible for intelligence security oversight for the Department of Energy (DOE), ensures a secure environment for intelligence information in support of DOE and other National Security programs and policies, manages the Director for National Intelligence (DNI) Sensitive Compartmented Information (SCI) programs, and provides oversite and security support to the DOE intelligence complex.
Duties
This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.
At the full performance level GS-14, Supervisory Security Specialist, you will:
Perform supervisory and program management responsibilities for the Department of Energy, Office of Intelligence and Counterintelligence, Special Security Officer (DOE IN-SSO) Program by ensuring all accredited Sensitive Compartmented Information Facilities (SCIFs) are maintained in accordance with DOE and Director of National Intelligence (DNI) policies and procedures.
Plan work and set goals to be accomplished by subordinates; sets security management priorities of effort for the protection of national level programs from concept through research and development, procurement and production, distribution and maintenance.
Develop and recommend policies and procedures for the effective and efficient day-to-day operations of DOE-IN Sensitive Compartmented Information Facilities (SCIFs).
Represent Department of Energy (DOE) SCI Program at internal and external meetings, councils, working groups, and interagency committees.
Requirements

- May be required to successfully complete a 1-year supervisory probationary period.
- May be required to successfully complete a one year trial period.
- Must obtain and maintain a current "Q" security clearance.
- Must obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty.
- Must successfully complete an initial CI evaluation and on a recurring basis, which may include a CI-scope polygraph examination.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.
- You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually (5CFR Part 2634, Subpart I USOGE, 6/08).
- May be subject to work other than normal duty hours, which can include evenings, weekends, emergencies, and/or holidays in order to provide security support to DOE policymakers, particularly during periods of crisis.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower (GS-14) grade level in the Federal service. Specialized experience for this position is defined as:
Participating in surveys, audits, inspections or performance tests to ensure compliance with all security rules and regulations.
Reviewing Intelligence directives to provide comments, identify changes, or develop resolutions to senior leadership on complex issues.
Working in close liaison with other offices and agencies ensuring all security requirements are being met.
