You will serve as a FEDERAL INFO LAW ANALYST within RLSO SE JACKSONVILLE.

Duties

You will support the Regional Commander by managing the Freedom of Information Act (FOIA) and Privacy program. You will manage public requests for official DON records, civilian criminal and civil litigation-based testimonial and documents discovery process. You will process sensitive and often contentious requests for information which affects the personal safety, careers and reputations of affected individuals. You will draft legal memoranda and endorsements that form the basis for legal defense of potential federal litigation. You will prepare and deliver PA and FOIA training to a variety of personnel throughout the Regional Area.

Requirements

  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

GS-11 Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing the following duties: 1.) Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; 2.) Advising on FOIA ongoing actions, status or requests; 3.) Organizing, setting objectives and establishing priorities; 4.) Inputting and extracting legal data; 5.) Managing public requests for official records, civilian criminal and civil litigation-based testimonial and documents discovery process; 6.) Preparing drafts for legal memoranda and endorsements that form the basis for legal defense of potential federal litigation. GS-09 Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing the following duties: 1.) Advising on FOIA ongoing actions, status or requests; 2.) Organizing, setting objectives and establishing priorities; 3.) Education Substitution for Experience at the GS-11 Level:

possess a Ph.D. or equivalent doctoral degree
OR
have completed 3 full years of progressively higher level graduate education leading to such a degreeOR possess an LL.M., if related

have a combination of graduate education and experience as described above that equates to one year of experience
