Duties
The primary purpose of this position is: To serve as Wargames Planner and Analyst, joint space subject matter expert, and workgroup lead for USSPACECOM operational and strategic wargames and wargame support to Joint Staff, Combatant Command, Service, and Interagency wargames. Examines operational and strategic level issues, questions, problem sets, and scenarios to inform decision-makers within USSPACECOM, the Department of Defense, and other national security organizations. These wargames frequently feature difficult to define, new, or novel operational and strategic initiatives of major DOD, national, and international impact for which precedent is usually lacking. Employee applies strategic thinking to explore the interactions and trade-offs between ends, ways, and means in pursuit of national goals and interests. Applies analytical techniques and wargaming design experience in innovative ways to plan, design, and execute wargames. Participates with high-level decision makers and their staffs in establishing and scoping wargame methodology. Assists decision-makers in setting project goals. Briefs sponsors and high-level officials on progress and insights of wargames. Participates with high-level decision makers in defining and establishing the approach and framework for wargaming analyses to address problem areas and advises them on advantages and disadvantages of approaches. Advocates for and develops space vignettes and injects focusing on the space domain, space architecture and other space programs. The incumbent's work will shape and inform policies, doctrine, strategies, and force design at all levels of government.
Duties:
Directs, plans, and executes a broad range of wargaming methodologies to evaluate operational and strategic issues, problem sets, and scenarios to meet Nation Security Strategy (NSS), National Military Strategy (NMS), and USSPACECOM goals.
Analytic Support to Decision-makers.
Serves as USSPACECOM wargame controller in USSPACECOM led wargames and represents USSPACECOM within the Blue Cell or White Cell at USSPACECOM supported wargames.

- May occasionally be required to work irregular duty hours to include overtime and/or emergency overtime

Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the USSPACECOM, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing, safety mishap, or accident testing.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge Joint Staff, Combatant Command, Service, and Interagency mission goals and objectives, and the relationship of the various offices involved in operational and strategic planning and execution of military wargames and wargame support operations and assessments; Expert knowledge of the integration of space capabilities and effects to deliver space combat power to the joint and combined force, including; the understanding of tactics, techniques, and procedures for conducting orbital warfare in, from, and to space; and use of space to deter conflict and inform joint policy, plans, and operations; Knowledge of a wide range of analytical and evaluative methods and techniques to assess the efficiency and effectiveness of wargame operations; recognize and resolve discrepancies; and modify established approaches, methods or procedures to improve data gathering and analysis techniques.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in?-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of joint and combatant command exercise, training and wargame principles and concepts, directives, practices, analytical methods and techniques, and seasoned consultative skill sufficient to resolve internal problems not susceptible to treatment by standard methods. Typical problems addressed are beyond normal day-to-day route processes and procedures, and extend to more complicated activities essential to accomplishment of the commands mission.
Expert knowledge of the integration of space capabilities and effects to deliver space combat power to the joint and combined force, including; the understanding of tactics, techniques, and procedures for conducting orbital warfare in, from, and to space; and use of space to deter conflict and inform joint policy, plans, and operations.
Expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of USSPACECOM joint exercises and wargame strategy, plans, directives, and policy. Broad knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives; the sequence and timing of key issues and milestones; and methods of evaluating the effectiveness of planning actions related to key command exercise actions.
In-depth knowledge of the various Command entities involved in overall planning and execution of joint exercise and wargame program operations and evaluations.
Knowledge of current military law, national strategy, national response framework, joint doctrine, joint plans, policies, guidance, foreign disclosure, security policies and procedures.
Ability to plan, organize, and develop studies or projects, and to negotiate effectively with management and counterparts at vertical/horizontal levels to recommend and implement solutions, where the proposals involve substantial resources, and require extensive changes in assigned programs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
