The primary purpose of this position is to organize, plan, direct, oversee, manage and provide policies and procedures for the Production Support Sections. Provide advice and assistance to other organizations in the division and in areas of planning, designing, analyzing, and improving resource planning and control through development of production processes.

Duties

Serve as Team Leader. Provide direction to subordinates in conducting reviews and analyses of automated production processes, planning related systems, and related functional areas with a primary objective being the enhancement of manufacturing technology and management controls within assigned areas through efficient application of computer techniques. Assist subordinates in the development of system specifications, feasibility studies, systems analysis and design, conversion and implementation of manual and automated systems to improve operations. Prepare charts, graphs and reports to reflect findings, impacts and/or proposals.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support positions to include the Individual Occupational Requirements (IOR) for the GS-0895, Industrial Engineering Technical Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Specialized experience: Examples of qualifying specialized experience include: Experience that involved measurements, simplification, and standardization Methods analysis and improvement Analysis and design of work center facilities and equipment Planning and control of industrial operations AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have or will have within 120 days of closing of this announcement at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes organizing, planning, directing, overseeing, managing and providing policies and procedures for the Production Support Sections; Providing advice and assistance to other organizations in the division in areas of planning, designing, analyzing, and improving resource planning and control through development of production processes. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120-day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In-Depth knowledge of depot maintenance operations, concepts, practices and techniques critical to repair, manufacturing and modifications of major weapons systems and components. 2. Knowledge of personnel management policies, practices and procedures, including the ability to adjust work operations and change program or production requirements and the ability to establish objectives or performance goals, direct and organize functions, mentor and motivate the staff and to assess progress toward their achievement. 3. Mastery of a variety of engineering technical processes and techniques to include work measurement, methods improvement, engineered time standards, MTM, layout design and cost analysis. 4. Mastery of mechanics, construction, maintenance and repair facility work processes and methods. 5. Knowledge of safety, occupational health, and security requirements as outlined in applicable standards, regulations or technical orders. 6. Understands the requirements for PON's, PCN's, PCRN's and the processing of the JON Closeout. 7. Ability to communicate orally and in writing. 8. Knowledge of EEO, labor management and TQM/QAF tenants, principles, programs and techniques. WORK ENVIRONMENT: Some work is accomplished in an office environment with the remainder in an industrial environment requiring moderate risk or discomfort when visiting shop and site areas. Required to wear safety devices to protect hearing and eyes when working in the shop area and missile site areas. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
