This position is located in a Consolidated Patients Account Center (CPAC) in the organization of the Deputy Director of Operations, serving as the Facility Revenue Manager (FRM) located on-site at a medical facility. The CPAC is a regionally consolidated business entity established to enhance revenue operations throughout the VHA network by consolidation of billing and collection activity supported by medical center based utilization review, data validation and customer service functions.
Duties
The FRM serves as the Medical Center manager for revenue-related issues from both CPAC and Medical Center staff, and is responsible for the development, enhancement, and analysis of operational procedures between both administrative and clinical services to maximize collections.
Serves as a revenue subject matter expert on local facility committees, Program Management Office (PMO) workgroups, Office of Community Care committees and any national initiative aimed at enhancement of revenue activities.
Performs assigned duties in a manner that promotes quality health care, outstanding customer service, and maintenance of an environment committed to serving the Veteran.
Flexibility in the position with the ability to handle project requests at all levels of the CPAC.
Exercises judgment in assessing the financial position of the revenue program and areas affecting revenue generation.
Performs financial audits of accounts and financial records, including patient accounts to ensure accurate billing and collection procedures have taken place which could affect a collection goal.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/13/2023.
GS-09 Time-In-Grade Requirement: For a GS-09 position you must have served 52 weeks at the GS-07.
GS-11 Time-In-Grade Requirement: For a GS-11 position you must have served 52 weeks at the GS-09.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or educationas described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
1) Coordinates and manages daily operations of revenue functions.
2) Assesses the financial position of the revenue program and areas affecting revenue generation.
3) Performs auditing duties associated with either financial or operational audits of the revenue program and reviews the program's degree of compliance with sound fiscal internal control and quality management.
4) Advises and consults with counterparts and/or officials with higher authority concerning problems involving work in the revenue program and its' impact on broader programs, education, training needs for staff and training problems affecting the unit and other related programs.
5) Performs quality reviews to ensure staff are completing workloads accurately and timely based on acceptable standards.
OR,
GS-09 Education (TRANSCRIPTS REQUIRED): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
OR,
GS-09 Combination (TRANSCRIPTS REQUIRED): Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and successfully completed graduate education directly related to the work of the Financial Management Specialist position.
GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include:
1) Coordinates and manages daily operations of revenue functions.
2) Assesses the financial position of the revenue program and areas affecting revenue generation.
3) Performs auditing duties associated with either financial or operational audits of the revenue program and reviews the program's degree of compliance with sound fiscal internal control and quality management.
4) Advises and consults with counterparts and/or officials with higher authority concerning problems involving work in the revenue program and its' impact on broader programs, education, training needs for staff and training problems affecting the unit and other related programs.
5) Performs quality reviews to ensure staff are completing workloads accurately and timely based on acceptable standards.
6) Develops and implements programs to effectively manage patient accounts, identifies potential billable cases and optimizes collections.
7) Prepares reports that identify noncompliance with regulations, inefficient operations or improper practices and develops constructive recommendations for improvements within the audit segment.

GS-11 Education (TRANSCRIPT REQUIRED): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR,
GS-11 Combination (TRANSCRIPT REQUIRED): Applicants may also combine education and experience to qualify at this level. You must have a combination of successfully completed graduate education and specialized experience directly related to the work of the Financial Management Specialist position.

Physical Requirements:The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort.
