The primary purpose of this position is to serve as a first level supervisor to plan and direct the conduct of comprehensive manpower and organizational analyses/studies of a wide diversity of organizations, functions, and work processes.

Duties

Plans, organizes, and directs activities within HQ AMC Manpower and Organization Division, Requirements Branch, and/or subordinate section, ensuring that the office complies with legal and regulatory requirements and meets Command needs. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills anti qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards. Represents the Manpower and Organization Division with a variety of Command, Wing, and functional area organizations. Establishes, develops, and maintains effective working relationships with the AMC Functional Managers, AMC Programming and Planning Staff, and AMC Comptroller. Provides management advisory services to top level managers concerning program cost analysis, productivity enhancing capital investment programs, outsourcing, and privatization studies, work measurements, engineered studies, etc.

  • TRAVEL AND RELOCATION EXPENSES WILL BE PAID in accordance with the JTR AND AFMAN 36-606.

  • Work may occasionally require travel away from normal duty station on military or commercial aircraft
  • Leave accrual may be authorized upon request

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes performing the planning and scheduling work to be accomplished by subordinates, set and adjust short-term priorities; assigns work in consideration of employee skills and mission requirements; develops performance standards and rates subordinates' performance; advises employees on work and administrative matters. As well, skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning the efficiency, effectiveness, and cost of program operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of qualitative and quantitative techniques to apply DOD, Joint, and Air Force management engineering principles, concepts and methodologies and financial management directives, concepts, procedures, guidance, and policy. Knowledge of the organizations to conduct studies to determine manning and skill levels to staff installations activities. 2. Knowledge of safety and security regulations, practices and procedures. 3. Knowledge of manpower resource management principles and techniques as they relate to manpower requirements. 4. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning the efficiency, effectiveness, and cost of program operations. 5. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 6. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
