Duties
Typical work assignments include:
Perform analyses of critical infrastructure, including their interdependencies, vulnerabilities, consequences, and other complexities. This work requires applying knowledge of particular classes of problems and the ability to develop associated problem-solving methods.
Conduct and develop technical studies of existing and planned infrastructure networks and systems using computer models and system simulation software; develop academic papers or other enduring documents on issues such as cyber-physical infrastructure interdependencies.
Determines applicability of various analytical methods and methodologies appropriate to the particular problem under study. Originates methods and techniques through which the factors and operational relationships can be valued and measured.
Manages large-scale research and development initiatives, to include budget planning and analysis, as well as experience managing research and development contracts in support of division, agency, and department research and development efforts.
Sets program goals and objectives, monitoring progress, implementing corrective actions when needed, and evaluating results where new requirements or unforeseen situations require you to adjust schedules, priorities, and program execution.
Provide structured guidance for and technical reviews of analytical work of other analysts. Evaluate study projects, proposals, reports and analytical techniques initiated or developed by other analytical activities. Accountable for analysis project execution and success.
Responsible for work that advances the body of knowledge on issues impacting infrastructure security and resilience. Recognized data analytics/ data science authority in a specific critical infrastructure (physical or cyber) domain (e.g., lifeline sector).
Responsible for human capital management, to include performance plan management, recruitment and retention strategies for the subdivision, and managing teams to drive organizational and agency goals.
Qualifications
To be considered minimally qualified for this position, you must demonstrate that you have the required experience for the respective grade level in which you are applying.
You may qualify for the GS-15 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-14 grade level in the Federal service performing the following duties:
Providing advice and guidance to resolve, implement, or manage program or policy issues that involve major areas of uncertainty in approach or methodology.
Preparing short- and long-range planning guidance in accordance with broad program policies and objectives; AND
Preparing guidance based on analyses of interrelated issues of effectiveness, efficiency, and productivity of substantive mission oriented programs.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
