About the Position: Serves as a Traffic Management Specialist for the Surface Deployment and Distribution Command (SDDC). Responsible for developing and maintaining high customer satisfaction levels by ensuring SDDC's performance meets or exceeds customer expectations, and to maintain that SDDC is the preferred transportation service provider. Assists to perform a nationwide mission to the Command's customers' as a personalized representative for issue related to transportation services.
Duties
Develop and present to leadership a variety of metrics used to validate effectiveness of freight routing functions, audit usage of Transportation Protective Services (TPS) throughout the enterprise, show cost avoidance, or other data as requested.
Ensure value-added and customer-focused transportation services are provided in accordance with Department of Defense (DOD) directives and contracts.
Respond to customer inquiries to resolve transportation issues involving the effective movement and delivery of cargo requiring TPS for shipments of arms, ammunition, explosives, hazardous materials, and other sensitive items.
Recommend process improvements for future planning.
Maintain statistics and historical data on completed shipments to include cost savings.
Serve as Intermediary between shipper system requests and TPS rating and ranking process validating TPS required for shipments of arms, ammunition, explosives, hazardous materials, and other sensitive items.
Validate appropriate TPS required for shipments of arms, ammunition, explosives, hazardous materials, and other sensitive items.
Performs transportation automation planning and functional system requirements management for the Global Freight Management System and other freight-automated systems.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Position may require incumbent to work nonstandard duty hours (e.g., shifts, weekends, holidays, overtime-both scheduled and unscheduled).

To Qualify for the GS-07:
Specialized Experience: One year of specialized experience which includes (1) Tracking the movement of arms, ammunition and/or explosives, hazardous materials, and sensitive cargo within the Defense Transportation System to destination; and (2) Applying transportation concepts, principles, and methodology, applicable for conducting traffic management. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).
OR
Education: One full year of graduate level education with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
OR
Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:(1) Class Standing; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better); OR (3) Honor Society Membership

To Qualify for the GS-09:
Specialized Experience: One year of specialized experience which includes (1) Use of transportation regulations to analyze and resolve problems; (2) Applying safety and security policies, principles and/or procedures in the movement of defense arms, ammunition and explosives hazardous materials, and sensitive cargo; and (3) Assisting in resolving complex shipment issues involving commercial carriers, shipping offices and/or various entities to reduce errors. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
To Qualify for the GS-11:
Specialized Experience: One year of specialized experience which includes: (1) Participating in the traffic program involving operating transportation systems to provide common carrier types of service to shippers; (2) Conducting analysis of commodity movements for new transportation services, in the movement of defense arms, ammunition and explosives, hazardous materials, and sensitive cargo; (3) Analyzing and comparing rates and modes for movement of freight. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
