The incumbent serves as the Supervisory Administrative Specialist for the Behavioral Health Service Line (BHSL) at the Fayetteville NC, VA Coastal Health Care System (FNCVACHCS), Fayetteville NC. This position will have oversight of all administrative work for Social Work, Psychiatry, Psychology, Suicide Prevention, and 9/11 M2VA.
Duties
Major Duties
Strategic Short- & Long-Range Planning 25% : Based on the priorities and overall objectives outlined by the BHSL Chief, the BHSL Supervisory Administrative Specialist will be responsible for developing the short- and long-term plans for strategic growth. Using qualitative and quantitative techniques, the incumbent will analyze data models, VA data warehouses (CDW, VSSC, emerging markets, market assessments, etc.), staffing models, budget analysis, etc., to identify work to be done, scope of work, deliverables, and deadlines for completion.
Program Analysis & Business Operations 25% The BHSL Supervisory Administrative Specialist provides analysis of the healthcare delivery system's capacity and demand for the medical center and community-based outpatient clinics. The BHSL Supervisory Administrative Specialist is responsible for assisting BHSL leadership and the overall service with data analysis activities, such as collecting and interpreting data and analyzing and reporting results. Analytics will bring together theory and practice to identify and communicate data-driven insights. Incumbent will use data analysis tools to extract data to identify patterns and trends.

Budget Guidance and Administration 25% The BHSL Supervisory Administrative Specialist develops the need for and maintains an awareness of available resources and makes recommendations to VISN and Medical Center management regarding needs, distribution or redistribution of these resources. The BHSL Supervisory Administrative Specialist Works with the Behavioral Health Service Line Leadership to identify budget needs and negotiates with management to arrive at appropriate funding levels that make the most effective use of resources.
Supervisory Duties 25% The BHSL Supervisory Administrative Specialist is responsible for the supervision 6 program support assistants in the GS6 and GS7 grades who work across multiple Behavioral Health Service Line Programs to include but not limited to Caregiver Support, Healthcare for Homeless Veterans, Suicide Prevention and Specialty Social Work. They will also supervise one GS9 Program Specialist. These responsibilities and authorities include Plans and schedules ongoing production-orientated work daily; adjusts staffing levels or work procedures of these positions within the BHSL. Improves work methods and procedures for improved work productivity; oversees the development of technical data, estimates, statistics, suggestions, and other information used to higher-level managers in determining which goals and objectives to emphasize. Decides the methodologies to use in achieving work goals and objectives, and in determining other management strategies; plan and establish work schedules, deadlines, and standards of acceptable work. Assigns and reviews work on a daily, weekly, or monthly basis.
Work Schedule: Monday-Friday 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/22/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:Specialized experience includes but is not limited to: Analyzing a variety of data, regulation, policies and procedures, understanding of principles, operating within a set budget with budgetary information, performing and directing administrative functions, understanding Human Resources Management processes and administrative operations and communicating work methods in writing and verbally to a variety of individuals. . Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have .
