About the Position: Serve as the section supervisor to lead a District wide team in developing complex and controversial environmental compliance for District studies, projects, and programs with a focus on, but not limited to, Navigation, maintenance dredging, and operations projects. Duties

Supervise the staff development of EA's, EIS's, categorical exclusions and the full range of supporting environmental documentation for all civil works projects within the District boundaries. Oversee environmental staff work on Congressionally Authorized Civil Works and studies and projects, navigation and dredging projects, maintenance and operations actions, work for others, and other efforts as needed. Responsible for assuring the development of NEPA documents (EIS or EA), all other necessary environmental authorizations, and completing or acquiring collateral reports or documentation. Develop and implement long range staffing needs through hiring and developing new employees and retraining existing staff for future needs to include non-traditional developmental initiatives. Provide technical advice, counsel, instruction, and other assistance to staff and decision maters as required to accomplish assigned functions. Participate in intra-agency conferences and discussions to resolve questions of policy and to coordinate interrelated environmental functions.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • TDY travel up to 25% may be required.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes analyzing biological, physical, or cultural issues and developing National Environmental Policy Act (NEPA) compliance documents, including direct responsibility for developing Environmental Assessment and Environmental Impact Statements considering environmental impacts in compliance with NEPA; and completing environmental compliance associated with other applicable environmental laws such as the Clean Water Act, Coastal Zone Management Act, Endangered Species Act, Clean Air Act, and the National Historic Preservation Act.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
