The primary purpose of this position is to serve as the Gender Advisor (GENAD) expert for implementation of a gender perspective in military operations in accordance with the U.S. Women, Peace, and Security (WPS) Act of 2017, U.S. Strategy on WPS, and DoD WPS guidance.
Duties
Develops, refines and implements the USSOCOM strategic vision for WPS.
Implements WPS outreach activities, workshops, and/or conferences that integrate command, Joint Operations Area (JOA), and intergovernmental organization partners towards end states.
Documents planning and programming decisions in appropriate formats to meet DAF and/or USSOCOM requirements.
Establishes a network of trained Gender Focal Points within the USSOCOM Headquarters and subordinate units and acts as support, coach and reach back for component Gender Focal Points.
Conducts and coordinates gender analyses to inform theater and functional strategies and competition, crisis, and combat plans and operations, in accordance with policy guidance.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing
- Must be able to obtain and maintain a TOP SECRET-SCI (Sensitive Compartmented Information) security clearance.
- May occasionally be required to work other than normal duty hours or overtime on an emergency basis.
- Requires short and extended periods of TDY within and outside of the continental United States.
- Requires travel by any or all modes of military and/or commercial transportation.
- Incumbent shall comply with the requirement to complete and pass the Joint Staff-certified Operationalizing WPS raining or comparable
- Joint Staff-approved GENAD and GFP courses provided by a partner military or multilateral organization.
- Incumbent shall comply with the requirement to complete DSCU training courses SC-101 (Introduction to Security Cooperation), SC-151 (Cross Cultural Awareness), POE-201, and SC-L036, if duties involve integrating WPS into DoD security cooperation.
- Prior experience in another gender advisory workforce position or demonstrated comparable experience is highly desired.
- An advanced degree in the relevant subject area(s), preferably in Gender, Social Work, Social Sciences, International Development, Education, Human Resources, DEIA, Humanitarian Response
- (or an interdisciplinary degree combining any of these or related fields of study with an emphasis on critical theory of social structures) is highly desired.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include: (1) professional knowledge of DoD policies and directives to accomplish overall WPS program objectives and goals; (2) professional knowledge of WPS concepts, principles, and practices, such as: Participation of women in peace and security; protection of women and girls from violence; inclusion of women in conflict prevention; equal access to relief and recovery before, during, and after conflict and crisis; protection of human rights; equal application of the rule of law; and incorporation of a gender perspective into peace and security efforts, that enable the position to use experienced judgment in the performance of duties; (3) expert knowledge of the problem-solving techniques of the field and legal framework surrounding issues; a high level of skill in interpreting laws, policies, and concepts within the program area, where accepted methods and principles are questioned or challenged; and resolving broad and difficult issues.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge in one or more functional program(s) related to the WPS portfolio (to include such areas as gender-based violence, women's participation in peace and security processes, and conflict-related sexual violence), strategic planning, change management, and implementation processes to include relating objectives, goals, and initiatives to identified strategies.
2. Knowledge of qualitative and/or quantitative methods to assess the effectiveness of programs and policies to improve the management of component's WPS-related programs.
3. Skill in fostering collaborative relationships both within and outside the organization and clearly communicating complex material both orally and in writing.
4. Knowledge of WPS guidance and mandates, to include United Nations Security Council Resolutions 1325 and related resolutions, United States (U.S.) Legislation, WPS Strategy, and DoD WPS Strategy.
5. Skill in developing mechanisms and navigating organizational processes to institutionalize gender and human security information within an organization's objectives and mission.
6. Ability to develop, organize, manage and/or conduct complex and ambiguous research studies, present findings, options, and recommendations to the executive-level and to develop and/or implement WPS-related programs, education and training plans, and curriculum and apply gender analysis to national security problem sets and interpret its relevance to U.S. military objectives.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
