Duties

Installs, maintains, and identifies issues with system configuration and architecture documentation. Manages the Civil Engineer Security Program for all CE owned and/or operated control systems. Maintains control systems and applications on those systems. Performs as a technical advisor to functional users of CE control systems.

  • The work requires the employee to drive a motor vehicle. An appropriate, valid drivers license is required for the position.
  • The employee may be required to travel on military and commercial aircraft.

  • Recall to duty may be a requirement of this position.
  • Overtime and/or emergency overtime may be required.
  • Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.
  • Per DoD 8570.01M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2, or C3.2.4.3.
  • Mission Essential: This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
  • Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

Qualifications

Requirements continued: Key Position: The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve. Microsoft server 2012 certification or newer will be required for management of the Lenel Access control system. The incumbent of this position must achieve the appropriate certification within six months of assignment of these duties. ---------------------------------------------------------------------------------------------------------------------------------------------------------------------------------- Qualifications: In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ Specialized Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-09 (or equivalent in other pay systems) which includes knowledge of Cybersecurity the development and implementation of Policy and Procedures that ensure information systems reliability and accessibility; knowledge of Risk Management Framework (RMF) risk analysis, and accreditation ensuring industrial control system and security networks and software are in accordance with the Department of Defense Risk Management Framework Certification and Accreditation Process; knowledge of functions of the Cybersecurity to ascertain sensitive information areas, which sections require special alterations, etc., to include the physical layout of all automated equipment and software capabilities covered by the security directives ensuring organizations are in compliance with the applicable regulations applicable to National Institute of Standards and Technology (NIST), and other applicable directives and programs; knowledge of Control System network operations and protocols and IT security principals sufficient to create and implement IT security plans and procedures in the development and operation of network systems. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of control systems security principles, topology, architecture, installation, operation, and maintenance and role of control systems. Knowledge of a full range of IT and OT security principles, concepts, practices, products and services (including systems hardware, software, database software, immediate access storage technology, firmware), and methods for evaluating risk and mitigating vulnerabilities, implementing improvements, and disseminating security tools and procedures and skill to apply cybersecurity and privacy principles to organizational requirements (relevant to confidentiality, integrity, availability, authentication, non-repudiation). Knowledge of control systems and their applications software technology to isolate causes of and resolve problems between hardware, system, and applications software programs and to measure system performance and/or extend operating system capabilities to support organizational business processes and utility operations. Ability to conduct IT and OT systems and software analysis, functions, techniques, and capabilities sufficient to evaluate the feasibility of proposed new systems and software projects, design and maintain systems and applications software, and ensure successful integration with existing and anticipated infrastructure. Ability to maintain an up-to-date awareness of technological advances and forecast how management can meet future policy and mission requirements. Ability to plan, organize and direct, and ability to communicate effectively, both orally and in writing to coordinate technical support of system applications. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
