The Information Technology Specialist (Data Management) position is located in the Department of Program Services (DPS), Judiciary Data & Analysis Office (JDAO), Data Management Division, Operations and Maintenance Branch. The Division provides the development, implementation, support and security of data applications and data analysis capabilities for Judiciary data.

Duties

This position will report to the Chief of the Operations & Maintenance Branch in the Department of Program Services (DPS), Judiciary Data & Analysis Office (JDAO). The JDAO is seeking a self-motivated professional Information Technology Specialist (Data Management) to serve as a Data Integration Specialist. The incumbent will be responsible for supporting projects within the Data Management Division's Enterprise Data Warehouse Business Intelligence team. In this role, the incumbent will design, develop, and maintain solutions for integrating data between operational systems, data repositories, and reporting and analytical applications. This is a hands-on position and will require the ability to communicate and interact with project management officials regarding customer-focused initiatives that involve data translation or integration development. The ideal candidate must possess excellent written and oral communication skills and the ability to articulate and document processes and workflows for use by staff at all levels with varying technical abilities. The duties of this position include, but are not limited to: Developing, enhancing, managing, and monitoring Extract Transform Load (ETL) processes that will integrate many datasets that cross national source systems in real-time, and in batch, as well as develop new reporting and analysis capabilities for caseload, finance, human resource, and other Judiciary data. Developing and maintaining the scripts and processes required to extract, transform, review, and move data and metadata throughout the enterprise data warehouse. Identifying, analyzing, and solving highly complex technical data communication and transformation issues. Loading data into databases, migrating data between applications and databases, and moving and/or copying files between servers and file systems. Performing source system analysis, mapping the target requirements to source systems, deriving technical specifications from business rules, creating process flows, conducting technical design reviews, and translating the technical specifications to the ETL framework. Documenting ETL data mappings, data dictionaries, processes, programs, and solutions per established data governance standards. Developing, enhancing, and maintaining SQL, Shell, and JavaScript within existing ETL processes. Assisting with establishing, documenting, and implementing ETL, and interface standards for data and systems integration.

This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience designing, developing, and maintaining solutions for integrating data between operational systems, data repositories, and reporting and analytical applications; and developing, enhancing, and maintaining SQL, Shell, and JavaScript within existing Extract Transform Load (ETL) processes.
