The position is located in the National Center for Biotechnology Information (NCBI), Information Engineering Branch (IEB).

Duties

As a Supervisory Technical Information Specialist, you will: Be responsible for the day-to-day first line supervision of professional staff as well as providing oversight to contract staff. Manage the day-to-day operational activities, including establishing short- and long-term goals, operational plans and program direction and priorities for the Branch; interface with senior NCBI and NLM staff to ensure that PubMed objectives and policies are compatible with Institute needs, goals, and policies; and, continually explore new technologies and tools to increase the Branch's efficiency in achieving its goals and objectives. Serve as a national authority and provide authoritative advice and consultation on all design and user support issues relating to PubMed software, an interface to NLM's online databases issued in different versions for different hardware and communications platforms, that is used by millions of users throughout the world. Serve as the primary liaison between the PubMed Development Team (housed in the Literature Program) and NLM staff, software testers throughout the world, software developers and users. Provide direction and day to day management for PubMed at NLM, including advice and counsel to the NCBI Director and other NLM senior managers with regard to assessing, defining and evolving enterprise content management systems and processes as well as developing a clear strategic plan that includes implementing and maintaining strategies for delivering/presenting NLM information. Provide expert leadership to Literature Program staff and direction to other IEB staff in all activities related to PubMed and supports the Literature Program strategic initiatives; approve Program decisions on PubMed search capabilities and user interface design. Support the PubMed Product Owner to apply advanced knowledge of the principles of information systems, to test and evaluate new PubMed versions and upgrades before they are released for public use; analyze and coordinate testing by Branch staff and recommend changes based on evaluation of the results; plan and manage broader alpha and beta testing, involving staff throughout NLM and external users, of many new versions of PubMed. Plan, initiate, implement and manage regular and recurring specialized training programs/demonstrations for visiting national and international dignitaries/officials and senior representatives of private industry and Federal entities who visit the Director, NLM; also plan, initiate, implement and manage recurring demonstrations of PubMed to the Director NLM, NLM senior staff and other Institute and Center staff. Work in conjunction with NCBI and NLM senior staff on the development and implementation of PubMed updates from concept to completion. Represent NLM at professional meetings and exhibits, with Federal and private organizations, and at conferences on the utilization of PubMed.

Qualifications

Minimum Education: Have a full 4-year course of study that meets all the requirements for a bachelor's degree with major study in the subject-matter field of the position to be filled. OR Have four (4) years of experience that provided a knowledge of the basic principles, theories, practices, techniques, and terminology of a discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; and where appropriate, ability to read and comprehend nontechnical material in one or more foreign languages. Such experience is equivalent to that which would have been gained through a 4-year college curriculum. OR Have a combination of education and experience as described above. AND You qualify at the GS-14 level, if you meet the following qualifications requirement: You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: developing and implementing information system strategies that ensure the delivery of high quality and compelling content; leading new projects to update PubMed's design, content and functionality, and with evaluating and using the newest information delivery strategies and technologies; utilizing electronic publishing workflows and processes of XML DTD or other schema; utilizing project management principles and best practices, to ensure projects are efficiently managed and delivered; and providing expert guidance to senior staff on best practices for information sharing.
